  • Lead and direct the development, implementation, and oversight of consumer protection policies under the Affordable Care Act (ACA) and No Surprises Act (NSA), including transparency in coverage, appeals, and external review programs.
  • Provide executive leadership for division operations, including strategic planning, workforce management, and performance oversight.
  • Oversee interagency coordination and collaboration with internal and external stakeholders to ensure consistent policy implementation.
  • Direct the evaluation and alignment of policies and procedures across CMS components to ensure compliance with statutory and regulatory requirements.

In order to qualify for the GS-15 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:
1. Leading the development, interpretation, or implementation of complex health policy or regulatory programs, including consumer protections, health insurance oversight, or transparency requirements under federal/state legislation (e.g., ACA, No Surprises Act, or similar); AND
2. Directing or overseeing large-scale, cross-functional programs with executive-level leadership responsibilities, including strategic planning, resource management, or performance oversight; AND
3. Coordinating with senior officials across federal agencies, state governments, and external stakeholders to develop and implement policy initiatives and program strategies; AND
4. Advising senior leadership through briefings, policy analysis, or recommendations on complex, high-impact program issues.

You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
