Summary

This position is located in the Space Portfolio Division, Facilities Services Directorate (FSD), Washington Headquarters Services (WHS), Department of War (DoW). SPD is responsible for developing, maintaining, and controlling space assignment records for all space under the jurisdiction of WHS. This includes General Services Administration (GSA) controlled and Government-owned leased space, and WHS-controlled space located in approximately 140 buildings in the National Capital Region (NCR).

Duties

Help

Incumbent typical work assignments may include the following:

  • Provides oversight of budget formulation, execution process, and tracking process for programs involving SPD's obligation for over $26M in leased rental fees to the GSA and over $14M for the alteration/construction for OSW/WHS components in the Pentagon and in leased facilities.
  • Serves as advisor to the Deputy Director and Director of SPD on complex, controversial matters such as fiscal law, policy and procedure development, interpretation and the Planning, Programming, Budgeting, and Execution System (PPBES) of the Operation Maintenance (O&M) Central Services fund to include the Program Objective Memorandum (POM).
  • Analyzes the budgetary and financial aspects of the Division's ongoing operations to identify fiscal, budgetary, and accounting vulnerabilities and challenges; and finds solutions and solves identified inconsistencies.
  • Track Division expenditures and prepares a Plan of Action and Milestones (POA&M) for budgetary requirements and for Branches within SPD when required.
  • Provides guidance to customers and team members based on interpretation of policies, regulations and instructions.
  • Analyze and track performance, provide advisory services on personnel matters, and oversee strategic plan objectives and priorities.
  • Compile, analyze and present verbal and written financial and space management data in various formats and forums with diplomacy and tact.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the next lower grade level of GS-12 in the federal service (experience may have been gained in the private sector) which demonstrates the following: Assisting with budget formulation oversight, execution process, and tracking for programs involving leased facilities; Overseeing complex matters involving fiscal law, policy and procedure development, and interpretation; Overseeing the Planning, Programming, Budgeting, and Execution system (PPBES) of the Operation and Maintenance (O&M) Central Services fund to include Program Objective Memorandum (POM); Preparing long range budget planning initiatives supporting known and projected fiscal requirements; Analyzing budgetary and financial aspects of on-going operations and identifying fiscal, budgetary, and accounting vulnerabilities and challenges, and solving identified inconsistencies; Preparing and interpreting complex financial and statistical reports for upper management; Tracking expenditures and preparing budget/financial summaries for upper management; Providing space management guidance to customers and team members regarding policies, regulations and instructions; Providing analytical, technical, consultative and strategic input for processes of improvement, development and implementation of budget processes and systems; Analyzing and tracking performance to ensure mission readiness; Providing advisory services regarding personnel matters such as reorganizations and manpower authorizations; Preparing monthly reports and correspondence; AND providing advice, guidance and training regarding regulations, policies and instructions related to financial and space management matters.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE-DUTY SERVICE MEMBERS: Federal agencies treat active-duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission. Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.
