Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Evaluates, reviews, and monitors the resource justifications, allocations and use for assigned program area (s) with special emphasis on conformance with the Division business plan and the IRS strategic plan and performance measures. Provides periodic analysis of assigned program area(s) resource needs, usage and key budget issues. Identifies and responds to budget issues within assigned area(s). Assesses the financial impact of management decisions on budget programs within assigned area(s).
  • Researches and analyzes budgetary and financial issues concerning assigned program area(s).
  • Develops, reviews, and analyzes resource proposals on Division programs; develops and coordinates budget submissions and justifications, and coordinates with Strategic Planning and Budgeting the Chief Financial Officer to facilitate Division responses to Treasury, OMB, and Congressional staffs involving Division financial plan resource matters.
  • Provides technical advice and assistance on the status of budget submissions, and reviews changes and assesses program impact of budget cuts and/or legislative changes.
  • Identifies issues and develops forecasting patterns and projected budgetary and staffing requirements. Analyzes estimates to identify imbalances among program areas and to reconcile estimates with current levels of expenditures and projected changes in work plans and staffing levels.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.

SPECIALIZED EXPERIENCE FOR GS-09:
To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position must include at least five (5) of the following:

  • Querying and enters the financial system for both specific and general data, and interprets data extract.
  • Performing budget analysis, such as average cost per Full-Time Equivalent (FTE), of collected or provided data from the financial systems.
  • Preparing and completing charts, tables, and graphs for assignments, including formulation of the Division budget and period financial reviews.
  • Assisting senior analyst with budget formation, plan development, labor cost analysis, financial reviews, or budget execution.
  • Interpreting and applying basic budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint.
  • Communicating both orally and in writing to colleagues and management regarding analytical and technical functions related to program areas of the budgetary process.
  • Interpreting and applying budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint.
OR master's or equivalent graduate degree in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields from an accredited college or university.
OR Two (2) full academic years of progressively higher-level graduate education in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields.
OR LL. B or J.D., if related.
OR a combination of qualifying graduate education and experience equivalent to that described above.

SPECIALIZED EXPERIENCE FOR GS-11: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position must include at least six (6) of the following:
  • Interpreting and applying basic budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint.
  • Applying experience with budget concepts, the federal budget process and how it relates to the agency to meet workload goals.
  • Analyzing and relating financial data to work plans, business plans, strategic plans, and organizational accomplishments.
  • Prioritizing and balancing priorities and working under pressure of tight timeframes and changing conditions.
  • Assisting with the development of program area resource needs by relaying financial status and management decisions affecting budget programs.
  • Monitoring the status of budget submissions by reviewing specific changes and assessing the program impact of budget cuts and/or legislative changes.
  • Assisting senior analysis with the planning and execution of labor resource requirements for salaries, benefits, and Full-Time Equivalents (FTE) for the assigned area.
OR a PH.D or equivalent doctoral degree in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields.
OR Three (3) full academic years of progressively higher-level graduate education in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields.
OR LL.M., if related.
OR a combination of qualifying graduate education and experience equivalent to that described above.

SPECIALIZED EXPERIENCE FOR GS-12: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position must include the following:
  • Prioritizing and balancing priorities and working under pressure of tight timeframes and changing conditions.
  • Analyzing and relating financial data to work plans, business plans, strategic plans, and organizational accomplishments.
  • Interpreting and applying basic budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint.
  • Applying the organization's financial coding structure and the interrelationships among appropriations to meet budgetary goals.
  • Providing assistance to other analysts, including junior analysts, in the use of the Integrated Financial System (IFS).
  • Identifying issues and projected budgetary requirements to identify imbalances among program areas and to reconcile estimates with current expenditures and resource projections.
  • Planning and executing labor resource requirements for salaries, benefits, and Full-Time Equivalents (FTE) for the assigned area.
  • Monitoring support resources for assigned areas (e.g., equipment, supplies, facilities, and training.

AND

You must also meet the following requirement(s):

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
  • TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.

Education
