This position is in the Customer Service Directorate, Office of Integrated Veteran Care (IVC), Veterans Health Administration (VHA), Department of Veterans Affairs (VA). This position falls under the Deputy Chief of the Program Management Office. The incumbent is responsible for producing training materials such as user guides and job aids, maintaining and modifying training course content and/or materials, and conducting training courses.

Duties include, but are not limited to:

  • Performs work in the development and design of courses for customer service training programs and lines of business.
  • Participates substantially in coursework development or modification, and may develop complete, full length courses in well-established areas of a subject matter field.
  • Performs duties involving the instruction of training courses, or the modification of course content and/or materials.
  • Responsible for overall maintenance of assigned courses and determining the need for and initiating changes in course content with subject matter experts or stakeholders.
  • Performs work associated with the evaluation of courses in Customer Service training programs.
  • Establishes working relationships with stakeholders and integral program areas to determine training needs and gaps.

Work Schedule: 8-hour tour, Monday - Friday, between 6:00 a.m. - 6:00 p.m. MT, based on business needs
Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
Virtual: This is a virtual position. Definition of Virtual Work: Employee works outside of original hiring duty station at VA-owned or leased space.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/14/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-9 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Developing and designing training courses for customer service lines of business;
    • Producing training products and materials such as reference manuals, user guides, job aids, instructor lesson plans, course outlines and agendas, exercises/activities, quizzes/exams, training plans, etc. based on course analyses and training needs assessment specific to customer service programs;
    • Modifying program course materials and training plans for specific audiences and learning styles;
    • Assessing evaluations of courses in customer service training programs; independently evaluating course planning and conducting validity and reliability studies to analyze such things as test items prepared by instructors;
    • Developing recommendations for course revisions and working with organization leadership and business owners to determine best course of action for modification of course content and/or materials OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or
    LL.M., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. (Note: Only graduate education in excess of the amount required for the next lower grade level (GS-9) may be used to qualify applicants for positions at grade GS-11. For the GS-9 level, candidates must possess a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.)

In addition, this position has an Individual Occupational Requirement that must be met to qualify for this position.

Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

OR

Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
