Help

The purpose is to serve as the Chief, Health Administration Service responsible for the management and execution of business activities, critical support services, and long-range strategic planning for the Central California Health Care System (CCHCS).

Major Duties for the position include but not limited to:

High-Level Program Management, Integration, and Leadership 30%

  • Oversees service management through subordinates managing the daily operations of the sections of Health Information Management.
  • Provides a base for sound administrative practices, defines responsibilities for carrying out specific functions, provides recognized authority of unauthorized action or unfavorable criticism and facilities decision to promote consistency of interpretations and application across organizational lines.
  • Design and implement internal and external customer service studies to analyze/evaluate study results and data to identify opportunities and gaps, engage in process improvement activities, and/or track goal/objective progress.
  • Makes recommendations on new modified developments, priorities, and objectives to improve performance in major administrative operations.
  • Reviews and analyzes computer generated workload, cost and budget reports on a monthly/quarterly basis in order to verify the accuracy of the data, noting trends, and analyzing variances.
Strategic and Business Planning 30%
  • Analyzes and evaluates studies conducted by subordinates, performance metrics/measures, and other data/information sources to identify opportunities for improvement.
  • Responsible for the administration and management of the service sections. This includes formulating tactical and strategic goals, objectives, plans and programs for the service.
  • Develops, implements, monitors and adjusts plans to effectively and cost-efficiently accomplish the mission with budgetary constraints.
  • Provides leadership in the development, execution, and management of the annual business plan supporting the service's strategic direction and daily operations to include the planned evaluation, allocation, and execution of resource plans.
  • Participates in the formative stages, in overall facility managerial planning to assure that an awareness of medical administrative issues and implements are considered and influence management decisions.
Management Reports and Analytical Studies 20%
  • Researches, investigates, and conducts comprehensive studies relating to the effectiveness and efficiency of major administrative and management operations.
  • Conducts analytical studies of manpower, workload, space, equipment and other resource utilization as requested or independently when personal judgment deems it appropriate to obtain information necessary to the decision-making process.
  • Establishes schedules for planning, coordination, and accomplishment of work to facilitate the planning process.
Program Coordination and Management 20%
  • Identifies trends, accomplishments and/or deficiencies related to the program to devise solutions or propose alternate courses of action.
  • Communicates and coordinates with appropriate medical center personnel, Resource Management personnel and VISN staff to overcome technical data collection concerns, software use, and validation of workload accuracy.
  • Analyzes and evaluates the effectiveness of the Medical Center clinical center operations and program in meeting established goals and objectives.
  • Exercises managerial authority to set long range goals and objectives, translate objectives into specific service projects, determine program emphasis, plan for long range staffing and organization needs, manage organizational changes, and decide of the full range of personnel actions affecting service and subordinate level staff.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Formulate and issue policies relating to the broad areas of health administration. Design and implement customer service studies. Conduct formal and informal presentations. Review and analyze computer generated workload, cost and budget reports. Exercise broad delegated authority for planning, directing and evaluating the data management and records needs. Design and implement studies such as gap analysis, population modeling, service demand, needs assessment, Strength/Weakness/Opportunity/Challenges (SWOC). Serve as senior leader-and SME representing the service in all levels and phases of the facility-wide strategic and business planning efforts. Research, investigate, and conduct comprehensive studies relating to the effectiveness and efficiency of major administrative and management operations. Conduct analytical studies of manpower, workload, space, equipment and other resource utilization as requested or independently when personal judgment deems it appropriate to obtain information necessary to the decision-making process. Identify trends, accomplishments and/or deficiencies related to the program to devise solutions or propose alternate courses of action. Analyze and evaluate the effectiveness of the Medical Center clinical center operations and program in meeting established goals and objectives. Exercise managerial authority to set long range goals and objectives, translate objectives into specific service projects, determine program emphasis, plan for long range staffing and organization needs, manage organizational changes, and decide on the full range of personnel actions affecting service and subordinate level staff.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is sedentary. There are no special physical demands. The work environment includes everyday risks or discomforts which require normal safety precautions typical of offices and meeting and training rooms.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
