Duties

Help

  • Serve as an expert financial management analyst, advising on matters of budget and financial issues affecting national programs within the assigned mission area.
  • Project and analyze the potential effects of budgetary actions on program viability and attainment of program objectives.
  • Recommend extent and kind of program adjustments required by ceiling allowances and functions, changes in executive policy and significant program developments which might constitute a reason for requesting a supplemental appropriation or transfer of funds.
  • Examine costs and estimates, and develop alternative or new cost methodologies to produce independent cost estimates.
  • Investigate new cost methods and approaches, develop complex financial models, propose new cost strategies, and develop cost estimating policies using a wide range of analytical and statistical techniques.
  • Interpret and assess the impact of new and revised legislation on the formulation and execution of the organization's budget.
  • Review budget justification data submitted and developed in support of budget estimates by comparison with historical documents, trend data, and program knowledge for accuracy and adequacy.

Qualifications

In order to qualify for a Financial Management Analyst, GS-0501 position at the GS-11 level, you must have:
A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related;

OR

B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing, forecasting, and interpreting functions associated with the management and control of resources or funds; checking the accuracy, validity, and technical treatment of financial/budgetary data in forms, schedules, and reports;; and researching and compiling information and data for a variety of reports;

OR

C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Financial Management Analyst, GS-0501 position at the GS-11 level, you must have:

In order to qualify for a Financial Management Analyst, GS-0501-12 position you must have: 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: conducting financial analysis for substantive programs and support activities which are funded through a number of sources such as appropriations, allotments, reimbursable accounts, and transfers of funds between organizations; reviewing budget justifications; Identifying and analyzing changes in budgetary and/or financial policies, regulations, constraints, objectives, and available funds that affect the accomplishment of organizational objectives; and ensuring compliance with governing regulations, laws, and policies.

In order to qualify for a Financial Management Analyst, GS-0501-13 position you must have: 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing and evaluating changes in program plans, objectives and funding and their effect on financial and budget program milestones; developing reports, presentations, or briefing materials on financial management; reviewing budget justifications and developing comprehensive tabular or "figure" portions of budget documents, exhibits, and other supporting documentation; assisting with efforts to improve or develop financial management systems and related policies, goals and objectives.

You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
