Duties

Help

  • Leads a team of HR Specialists, assigning work, balancing workload, coaching staff, and ensuring timely, high-quality completion of projects and deliverables.
  • Serves as project manager for complex, nationwide HR consulting projects, establishing objectives, milestones, budgets, and ensuring successful execution.
  • Provides expert strategic consulting to federal agencies on human capital programs, including workforce planning, performance management, and organization design.
  • Analyzes workforce and organizational data to develop recommendations, reports, dashboards, and presentations that drive executive decision-making.
  • Advises senior leadership and stakeholders on HR policies, programs, and organizational improvements, influencing agency-wide initiatives.
  • Designs and delivers training, workshops, and briefings on strategic human capital topics to internal and external stakeholders.
  • Collaborates across OPM and external partners to implement HR solutions, improve programs, and support high-impact, enterprise-level initiatives.

Qualifications

For the GS14: You must have one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-13 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing all of the following:

  • Managing complex HR or human capital projects involving strategic planning, workforce planning, performance management, or organization design; and
  • Providing expert advisory services to senior leaders on HR policies, programs, and organizational effectiveness; and
  • Developing and delivering training, briefings, or consultations on strategic human capital initiatives to a variety of stakeholders;
  • Leading or coordinating teams in the delivery of human resources programs, including assigning work, monitoring progress, and ensuring quality outcomes; and
  • Analyzing workforce or organizational data to develop recommendations, reports, or presentations that inform executive decision-making.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS 14 level.
