Duties

Help

  • Is responsible for providing legal advice on a wide range of acquisition and intellectual property matters including research and development authorities and agreements, science and technology and technology transfer (including associated Special Access Program (SAP) level duties and responsibilities). Possesses comprehensive knowledge of intellectual property and underlying principles and maintains current knowledge of new developments in this area.
  • Provide legal advice on defense industrial base matters to include advising the Air Force Foreign Investment Review Office on matters related to the Committee of Foreign Investment in the United States (CFIUS) and providing advice to Department of the Air Force officials on Foreign Ownership, Control Investment related concerns for the Air Force and Space Force.
  • Represents the General Counsel's office at meetings on problems relating to areas of expertise. Attends meetings with high- ranking officials from DoD, other government agencies, and private industry on matters relating to Air Force policy in areas of expertise. Maintains liaison with senior legal personnel and subject matter legal experts in other military departments and government agencies, and works without supervision on resolving mutual problems, negotiating agreements, and coordinating legal actions and policies.
  • As assigned and without direct supervision, accomplishes specialized projects, which require an exceptionally high level of legal training and experience. Such projects may involve participation in Air Force or intra-Air Force working groups and may require travel to military installations and other locations.
  • Represents the Office of the General Counsel and/or the Air Force in conferences with senior representatives of DoD and other defense agencies and military departments, other government agencies, and private industry on matters of interest to the Air Force.
  • Serves as agency liaison with assigned trial attorneys and actively guides prosecution, defense, and resolution of claims and lawsuits brought by and against the United States or the Air Force related to the areas of expertise including intellectual property and of particular interest to the General Counsel.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Special Sensitive Security Clearances. The investigative requirement CANNOT be waived for special sensitive positions. Must be able to obtain and maintain a TOP SECRET (TS/SCI) clearance with access to Sensitive Compartmented Information (SCI).
  • Employee required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.

Qualifications

GENERAL REQUIREMENTS:

  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
  • In addition, at the time of application, you must provide proof, dated within four months of application of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
SPECIALIZED EXPERIENCE: In addition to the basic requirement, applicants must have at least (3) years of professional legal experience that commensurate with the position's duties and responsibilities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Superior knowledge of applicable substantive federal laws, regulations, and policies with specific focus on government acquisition, intellectual property and defense industrial base matters.
  2. Knowledge of the role and duties of a senior government attorney.
  3. Ability to successfully accomplish specialized projects and resolve novel problems by applying facts to applicable law to achieve Air Force objectives.
  4. Skilled in various research methodologies, including computer-assisted technologies; ability to gather, analyze, and coherently communicate data involving complex legal issues and theories.
  5. Knowledge of communication methodologies and staffing processes peculiar to the legal profession.
  6. Ability to communicate effectively, both orally and in writing; skilled at communicating, coordinating, and collaborating in order to foster effective working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

OTHER CONDITIONS OF EMPLOYMENT:
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing. The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment in accordance with AFM 44-198, Air Force Civilian Drug Demand Reduction Program.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.This is an acquisition demonstration project position NH-IV equivalent to a GS-14 to GS-15.
