Serves as the Education Benefits Specialist, Marine and Family Division (MF), Manpower and Reserve Affairs Department (M&RA), Headquarters Marine Corps (HQMC). Responsible for input to and implementation of policies and procedures impacting veteran education benefits for Marine Corps Active Duty (AD), Reserve, Veteran, and Family Members. Serves as an advisor and subject matter expert providing compliance, implementation, administration, and evaluation on a qualitative or quantitative basis of the Marine Corps-wide Education Benefits Programs and associated educational benefits / services. Recommends and writes policies and executes programs that promote readiness and assist in furthering post-secondary education goals for Marines and their families and meet or exceed HQMC Leadership goals. Acts as the liaison for the Marine Corps Education Benefits Program issues between the Marine Corps and the Department of Veterans Affairs and between the Marine Corps and the Department of War (DoW).
Supports all aspects of Congressionally mandated educational benefits programs. Maintains expert knowledge of laws, publishes and maintains current policies, guidance and procedures and creates policy and procedures through detailed planning, information gathering, interpretation of administrative records, reports, policy, regulation, and rules regarding: the Montgomery GI Bill (MGIB), Post 9/11 GI Bill (Post 9/11), Transfer of Education Benefits (TEB), Marine Corps College Fund (MCCF) aka ¿Kicker,¿ and other Department of Veterans Affairs (VA) Education Assistance Programs. Makes professional judgments and applies professional knowledge to plan, execute, and evaluate information contained within Marine Corps Total Force System (MCTFS), Official Military Personnel File (OMPF), Marine Corps Training Information Management System (MCTIMS) the Military Personnel Data System (MilPDS), Benefits for Education Administrative Services Tool (BEAST) and other DoD Systems capturing information used for verification of educational benefits.
Monitors, manages, researches, and responds to all GI-Bill related inquiries received via official internal or external communication / email accounts and provides detailed, documented responses clarifying the Marine Corps¿ position and updates official records as necessary to correct any discrepancies within. Provides service-level responses on a regular basis to VA through the Electronic Documents Management System (EDMS) for all AD, Reserve, Veteran, Retiree, and family member issues, inquiries, and record correction requests.
Develops relationships and acts as the primary liaison to resolve procedural issues and validate service member and veteran education benefits while working directly with top agency personnel within the Marine Corps and other federal government agencies including: the Marine Corps Administrative Analysis Team (MCAAT), Manpower Management Officer Assignments (MMOA), Manpower Management Enlisted Assignments (MMEA), Reserve Affairs (RA), Marine Corps Recruiting Command (MCRC), Department of Veterans Affairs Central Office and Regional Processing Offices VA Education Development Management System (EDMS), Marine Corps Enterprise IT Services (MCEITS), and Defense Manpower Data Center (DMDC) and the Board for Correction of Naval Records (BCNR). Represents and promotes Marine Corps interests relevant to educational benefits with top level representatives of universities, colleges, and civilian academic organizations and professional associations related to education benefit issues.
May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments.
Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.
This is a white-collar position where occasional lifting up to 20 lbs. may be required.
Bachelor¿s degree preferred and knowledge of a wide range of concepts, principles, and practices in GI Bill and other education-related benefits appropriate to the work of the position. AND 3 years of work experience? Preferred experience working with the VA and GI Bill programs or an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, or appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.
Advanced knowledge of automated tools applicable to management analysis including but not limited to Microsoft Word, Excel, and SharePoint software.
Knowledge and experience in fiscal operations related to budgeting, accounting, Program Objective Memorandum (POM) issue review, and reporting are important.
Skill to communicate effectively orally and in writing with a variety of stakeholders. Skill to prepare presentations using related computer software and deliver presentations to various group sizes.
Ability to plan and conduct program related inspections, meetings, liaison, conferences, and presentations is required.
