Duties

Help

  • Pians, organizes, and directs the activities of ACC/A4PS Branch ensuring that the Branch complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and Branch objectives. Researches, interprets, and analyzes Congressional language, DOD Directives, and AF and Air Force Material Command(AFMC) regulations and manuals.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives.
  • Represents ACC/A4 with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with Headquarters United States (HAF/A4), Headquarters Air Force Material Command (AFMC/A4), Air Mobility Command (AMC), Air Force Material Command, other Major Commands (MAJCOMs) other Headquarters ACC/A4 Divisions and Directorates. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves problems that arise.
  • Serves as a MAJCOM technical expert/authority with responsibility for developing and justifying requirements for the Planning, Programming, Budgeting and Execution (PPBE) phases of ACC Depot Maintenance, Sustaining Engineering, Technical Order and Contractor Logistics Support programs. Serves as a logistics advisor with expert knowledge of logistics impacts from budget execution.
  • Serves as ACC voting representative to the Air Force Maintenance Requirements Review Board (MRRB). Fully participates with other MAJCOMs in establishing policy and approving all Air Force programmed aircraft and missile workload requirements. Participates in annual reviews of each ALC's work requirement brochures and attends MRRB IPTs at each ALC and HQ AFMC as required.
  • Oversees the review, validation, and substantiation of Depot Purchased Equipment Maintenance (DPEM), Sustaining Engineering (SE), Technical Order (TO) and Contractor Logistics Support (CLS) peace and wartime requirements and funding. Directs actions relating to the development and justification of requirements for the planning, programming, budgeting and execution process (PPBE), the Budget Estimate Submission (BES), and Financial Plan inputs.

  • Extensive travel away from the normal duty station on military or commercial aircraft is required.
  • Position Sensitivity Non-critical-sensitive. A Secret clearance is required.
  • Overtime work may be required.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, Logistics Management Series, 0364.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge and comprehension of the Air Force and the federal budgetary processes; DoD, Air Force and ACC goals, policies and priorities to ensure budget forecasts conform to requirements and financial objectives. Knowledge of safety and security regulations, practices, and procedures. Extensive knowledge of the Planning, Programming, Budgeting and Execution (PPBE) System of the USAF and the role of the Program Objective Memorandum (POM) and Budget in that system. In-depth knowledge of LG missions and functions, and detailed insight into organization relationships within the Directorate and between the Directorate and other ACC, Air Force, and DoD agencies. Comprehensive knowledge of Logistics operations, maintenance concepts and functions; general knowledge of aircraft equipment, software, and accessories relative to what is valid for repair in order to determine the feasibility of requirements.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1\. Extensive knowledge and comprehension of the Air Force and the federal budgetary processes; DoD, Air Force and ACC goals, policies and priorities to ensure budget forecasts conform to requirements and financial objectives.
2\. Knowledge of safety and security regulations, practices, and procedures.
3\. Ability to plan, organize and direct the functions and staff of a small to medium sized organization.
4\. Ability to communicate effectively, both orally and in writing.
5\. Ability to review and evaluate approved plans involving change in mission assignments which impact DPEM, SE, CLS, and TO programs. Ability to comprehensively review the accomplishments, problems and programs at the ALCs in meeting implementation associated with DPEM, SE, CLS and TO portions of the plan and independently take required action to overcome deficiencies. Ability to independently develop justification and final written documentation for DPEM, SE, CLS and TO resource requirements for the PPBE cycle.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
