The incumbent serves as the Whole Health Program Manager within the Whole Health System aligned under Primary Care Services at the St. Louis VA Health Care System which encompasses a variety of different duties including clinical/professional and administrative management within Whole Health. Duties to also include the following but not limited to:

  • Knowledge of program designs, operations, guidelines, standards, performance, outcome measures, and technical information.
  • Ability to provide direct clinical services and resolve problems that arise regarding patient care issues.
  • Manages and controls the use of data related to all programs regarding day-to-day functioning and program evaluation.
  • Ability to manage staffing, work assignments, treatment services and access to Whole Health services.
  • Responsible for working with and advising a team of clinically independent professional practitioners who function with some autonomy.
  • Plans, organizes, and directs administrative, operational, patient and personnel activities for all programs under responsibility.
  • Ability to lead the staff whom they supervise are aware of, adhere to all current directives of VHA, Joint Commission standards, state licensure standards, and VA-OIG policies.
  • Conduct ongoing reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies.
  • Ability to provide direct clinical services within the Whole Health Services program, including but not limited to educational classes around skill-building, self-care, personal development, surroundings, and community resources.
  • Develops work improvement plans, recommending personnel actions as necessary.
  • Ability to provide advice and counsel to workers related to work and administrative matters and invokes disciplinary measures as appropriate to the authority delegated.
  • Knowledge of trends and patterns; the application of guidelines; and provides recommendations for program enhancements.
  • Skill in performing work related to the review, monitoring, analysis, planning and assessment of various programs.
  • Ability to perform a wide range of services and represents the department to local and private agencies, universities, and official site visitors.
  • Responsible for weekly, monthly, and quarterly meetings and reports respective to each supervised program.
  • Develops guidelines and performance expectations for all staff, observe workers' performance, critique performance, provide informal feedback, and periodically evaluate employee performance.
  • Develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, and patient satisfaction.
  • Additional duties as assigned.
Work Schedule: Monday through Friday - 0730-1600 with some evening required.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the 4 accreditation standards for a masters of social work.
  • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment.

Grade Determination - GS-13
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
1. Skill in coordinating and implementing one or more specialty program(s), across the facility.
2. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
3. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program areas.
4. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
5. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
6. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
7. Knowledge of organizational structure and impact on program operations.

Preferred Experience: One year experience with motivational interviewing, change management, and one year of supervisory experience.
