Duties

Help

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

As a Program Analyst at the NH-0343-3 broadband level, some of your typical work assignments may include:

  • Advise the Missile Defense Agency (MDA) leadership on all matters related to program cost. schedule and performance across the Ballistic Missile defense System (BMDS).
  • Ensure that BMOS program/project requirements are properly identified, budgeted, and acquired in accordance with Agency and DoD acquisition regulations and policies.
  • Assess, manage, and eliminate risk related to program cost, schedule and performance.
  • Work with leadership to identify and conduct special studies and analyses to determine the future course of the MDA programs to improve efficiency by identifying and proposing new organizational structures, realignment of functions and staffing level.
  • Improve operating concepts and criteria and stimulate the development of improved policies, methodologies, and techniques across the BMDS.
  • Assist in developing acquisition directives and objectives to meet the MDA's objectives, goals, and vision.
  • Research, coordinate, plan and brief actions in support of the MDA's objectives, goals and vision.
  • Assist with research, analyze, and participate in drafting and reviewing comprehensive reports to Congress, and assist with preparing, reviewing. and documenting draft testimony and responses to Congressional or external inquiries.
  • Supports higher graded specialists who serve as planner, analyst, and advisor to agency management on program cost analysis, annual/multi-year and long-range fiscal/program planning, and/or commercial issues for key agency programs.
  • Compares actual program developments against approved plans and baselines to identify potential and actual problems.
  • Executed baseline remedial and preventive actions, and report findings and recommendations to leadership.
  • Assists in the design and direction of special execution analyses of specific programs and contracts to determine status, trends, issues and impacts on budget requests, program levels and program objectives.
  • Conducts comparative analysis and recommends solutions for specific execution problems and modifications to overall Agency policies and processes

Qualifications

You may qualify at the NH03Broadband Level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet 2 of 3 specialized experience listed below to be qualified:

  • Analyzing and interpreting acquisition requirements for complex weapons systems and equipment or closely related systems and equipment development, procurement, and life-cycle management.
  • Applying qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
  • Working with, establishing, and carrying out acquisition regulations, policies, regulations, and precedents.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
