This position is located in the VISN 6 Centralized Finance Service (CFS) office in Roanoke, VA. Serves as a Lead Accounting Technician in VISN 6. The primary purpose of the position is to maintain General Ledger Control Accounts and Subsidiary Records for Medical Care, Facilities, Administration, and Information Technology appropriations, Research, General Post Funds and Suspense Account Funds for VAMCs, Community Based Outpatient Clinics, Vet Centers and contracts with other facilities.

The Lead, Accounting Technician serves in a dual role as a senior accounting technician as well as performing tasks such as: maintaining accounts and documents, analyzes, examines, communicates payables, receivables, obligations, financials, administrative, technician, assistant, decision making, technical and clerical level work in support of budget, accounting, auditing and fiscal functions ensuring effective, efficient and accurate financial and administrative operations.

Duties include but are not limited to:

  • Assists the supervisor by leading up to Accounting Technicians and ensuring that the work assignments are carried out by performing a range of duties.
  • Independently distributes and balances workload among employees in accordance with established workflow or job specialization to assure that each employee has enough work to keep busy.
  • Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials, and supplies.
  • Independently creates training programs and provides training to technicians, especially newly hired technicians. The Lead Accounting Technician ensures that standard operating practices are created for processes and ensures consistency in processing similar and routine transactions.
  • Assists in the review of any policy changes and communicates these changes to technicians, especially with emphasis on changes to processes.
  • Maintains standard operating procedures to ensure processes are consistent within the unit and policy changes.
  • Resolves typical, informal complaints of employees and refers unusual issues to the Supervisory Accountant.
  • The Lead Accounting Technician will be the first contact for technicians with issues arising from processes, and/or unique and non-routine transactions.
  • Serves as primary back-up for accounting technicians during absences due to illness, vacations, and/or vacancies; therefore, the Accounting Technician Lead is considered a specialist in all functions of the accounting technician duties.
  • Gathers information daily of a financial/administrative nature from multiple financial sources.
  • Evaluates/examines the accuracy and validity of the documentation gathered.
  • Compiles data weekly and monthly into understandable forms and reports.
  • Presents forms and reports by way of spreadsheets, Word documents, and PowerPoint presentations.
  • Audits and maintains financial accounts and accounting data daily and classifies accounting transactions including the verification of the accuracy and completeness of the accounting data.

Work Schedule: Monday - Friday, 7:45am - 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/13/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but is not limited to: Performing clerical, assistant, or technician level work in support of a budget, accounting, payroll, or financial functions and activities; analyzing accounting/financial transactions, data, or documents for accuracy; Knowledge of accounting systems, policies and procedures of the examination, verification and maintenance of accounts and accounting data; Validating, monitoring and maintaining accounting transactions and accounting records; Reconciling subsidiary ledgers to general ledgers for accounts; Entering accounting data into an automated financial system to process a wide variety of account transactions; Identifying and researching discrepancies in account transactions and making adjustments; and researching discrepancies and making adjustments.
Physical Requirements: The work of the position is primarily sedentary with some walking, standing, and bending. May be required to lift and move files/printouts. The person in the position works in an office setting involving everyday risks or discomforts. Work assignments require use of a computer, requiring a considerable amount of keyboarding while sitting. Normal safety precautions are required.
