Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff.  The CAO organization comprises more than 800 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

The purpose of the CAO HR Office is to provide personnel services to the Office of the Chief Administrative Officer (CAO), targeted programs to the Congressional community, and confidential counseling services and ADA assistance to Members. The HR Immediate Office is responsible for providing strategic human capital guidance and an array of human resource programs to CAO employees and applicants. This position serves as the People Operations Generalist

Key responsibilities include supporting one or more areas, including staffing and recruiting, onboarding concierge, financial management including purchase card management, budget execution tasks, and entering purchases and payments into PeopleSoft, roster management, organizational charting, and other HR programs, projects, and initiatives, as well as performing general administrative duties in support of HR office activities as needed.

Major Duties :

  • Provides passionate customer service and support in a wide variety of service and administrative areas. Consistently exemplifies a pleasant and courtesy attitude with all customers in a high traffic environment. Provides assistance to customers in a professional, courteous and tactful manner.
  • Serve as a dedicated point of contact for customers, assisting them with inquiries, resolving issues, and providing product or service recommendations.
  • Act as a liaison between customers and internal teams, sharing insights and feedback to improve products, services, and customer experience. Navigate customers through our offerings, ensuring they have seamless and enriching experiences from start to finish.
  • Develop strong relationships with customers by understanding their preferences, anticipating their needs, and delivering proactive support.
  • Guide newly selected candidates through the onboarding process, ensuring they have the resources and support needed for a smooth transition. Coordinates onboarding activities, including the collection of new hire paperwork, day-one onboarding meetings, and monthly new hire orientation.
  • Tracks personnel action status and coordinates with Payroll to meet monthly payroll processing deadlines; coordinates monthly Payroll Certification process.
  • Creates and maintains accurate personnel records including position descriptions and personnel action forms.
  • Assists with the purchasing for the business unit. This includes monitoring purchases and entering purchase requests, vouchers and receivers into PeopleSoft.
  • Processes paperwork for various personnel actions including internal appointments, salary adjustments, reorganizations, and bonuses.
  • Ensures that all required HR administrative and support functions are carried out on a timely basis.
  • Develops, reviews, and/or modifies educational materials (e.g., presentations, handouts, exercises); assists with the facilitation of trainings and workshops as needed.
  • Performs internal audits of employee official personnel records.
  • Identifies and gathers data needed to support HR strategies; with supervision, applies basic human capital planning concepts within an individual office.
  • Works with HR management on a wide variety of projects and operational efforts to include processing vouchers, entering purchase requests, and other budget execution activities.
  • Performs other official duties and special projects as assigned.

Qualifications

Minimum Qualifications:

  • Minimum 1-2 years in a customer facing role with increasing responsibilities.
  • High School or GED equivalent preferred.

Preferred Qualifications:

  • Minimum 1-2 years of applicable experience and understanding of HR programs, practices, procedures, and related laws.
  • 2 years of financial experience tracking budget execution and purchasing.
  • Knowledge of various automated office systems and software programs (e.g., Lawson, Cornerstone, and PeopleSoft).
  • Knowledge of org charting software.

Knowledge, Skill, and Ability (KSA) and Competency Requirements: 

  • Demonstrated experience and understanding of compliance with all existing laws and historical precedents relating to appropriated funds.
  • Knowledge of various automated office systems and software programs (e.g., Lawson, Cornerstone, Helix, and PeopleSoft).
  • Ability to work with all levels of a multifaceted workforce as well as with sensitive and confidential information.
  • Ability to provide administrative support, including organizing and maintaining records, databases, and file systems and ensuring data protection and confidentiality.
  • Ability to coordinate and schedule workload to meet the needs of multiple HR programs.
  • Knowledge of human resources operations, including personnel actions, position management, hiring, leave management, onboarding, and recruitment.
  • Knowledge of basic analytics, project management, training, facilitation, and presentation principles and practices.
