Typically directs the work of team leads and subordinate employees supporting numerous projects and programs that significantly impact the organization and frequently influence the mission of the Line of Business (LOB)/Staff Office, regional operations, or the agency as a whole. The position is responsible for leading a portfolio of interrelated programs and projects that vary in complexity and scope, ensuring alignment with organizational priorities and strategic objectives. Exercises full supervisory authority, including workforce planning, communicating organizational vision and goals, establishing priorities, assigning work, monitoring performance, providing coaching and professional development, approving leave, and taking or recommending corrective or disciplinary actions when necessary. Actively promotes continuous learning and participation in development programs to strengthen employee competencies and organizational capability.
Applies an advanced knowledge of program management concepts, supported by an advanced knowledge of logistics, budget execution, human resources, acquisition, and administrative policies, to plan, execute, and oversee effective programs within the Logistics Center. Integrates cost, schedule, performance, and risk management principles to ensure successful program outcomes. Collaborates across functional organizations within the Logistics Center, the FAA, and external stakeholders to define program requirements, evaluate technical and business proposals, respond to inquiries, and negotiate solutions that balance customer needs with organizational constraints.
Leads efforts to address complex, high-visibility, and often abstract programmatic issues with potential impact across multiple organizations or agency-wide initiatives. Develops comprehensive plans, decision papers, and communication strategies to support senior leadership decision-making. Chairs meetings with customers, program leadership, and technical representatives; represents the organization in briefings; and travels to customer or stakeholder locations as required. Ensures executive-level briefings, presentations, and correspondence accurately reflect current program status and support strategic objectives.
Maintains regular communication with FAA integrated product teams, senior management, and external partners to ensure program alignment and integration. Works closely with the Program Management Office (PMO), National Airspace System (NAS) Engineering, and logistics organizations to develop and implement sustainment and support strategies that meet operational and life-cycle requirements. May coordinate with other government agencies to plan and manage cross-organizational/interagency initiatives.
Provides programmatic leadership and guidance to subordinates, program staff, and technical specialists, ensuring coordination among logistics, engineering, financial, and business functions. Confers with internal and external customers to define work requirements, resolve program issues, and ensure the availability of data and analysis needed for life-cycle planning, configuration management, and system supportability decisions. Develops and recommends strategies to improve program performance and conveys findings and recommendations to senior leadership.
Plans, defines, and manages budgets, staffing, and other resources for multiple programs. Performs critical aspects of the budget planning and execution process, including forecasting short- and long-term resource requirements, reallocating resources among programs, and justifying funding needs. Ensures effective stewardship of resources to achieve program objectives.
Establishes and monitors performance metrics and uses data-driven analysis to assess program health, identify risks, and implement corrective actions. Work is guided by established policies, procedures, and organizational goals, with broad discretion to resolve most issues independently.
To qualify for this position at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the next lower level, FV-I (FG/GS-13). Specialized experienceis experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
Specialized Experience: Experience conducting logistics support program analysis and evaluation; determining resources required to deliver services to customers; implementing and/or developing supply and logistics management policies, goals, and objectives; implementing workforce planning; leading diverse work groups; ability to perform management studies and/or resolving complex and controversial issues.
