Summary

This position functions as the Training Specialist for Access and Scheduling Management Services (ASMS), reporting directly to the Chief of (ASMS). The purpose of this position is to develop facilitation, maintain, and present effective facility wide trainings pertaining to several health administration software programs involving scheduling, benefits, admissions, and other ongoing training programs for personnel with (ASMS).

Duties

Help

Major duties to include but not limited to:

  • Develops, administers, evaluates, and reviews training programs for (ASMS) personnel as well as for associated CBOCs.
  • Develops original course content and modifies it when improvements are realized or changes are required.
  • Determines the need for additional subject matter information during the development of course/training content and related materials.
  • Develops and modifies courses, sets training priorities, and researches and recommends new or alternative training sources for the (ASMS) workforce.
  • Develops the (ASMS)'s training plan on an annual basis, as well as a monthly training calendar documenting the days, times and locations of training programs for the service.
  • Coordinates requests for training funds in accordance with established service priorities on special interest training needs.
  • Prepares reports on training compliance for review by leadership.
  • Facilitates the development and maintenance of Standard Operating Procedures (SOPs) for all positions and processes within (ASMS).
  • Serves on facility and VISN-wide committees and represents (ASMS) operations.
  • Performs scheduling audits for (ASMS) and facility staff and CBOCs that have scheduling keys/menus.
  • Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/13/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

  • Education: Undergraduate and Graduate Education: Major study-education or a subject area related to the position to be filled. OR,
  • Specialized Experience: Have at least one (1) year of Specialized Experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Experience must demonstrate a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to the Individual Occupational requirement above, applicants must have education/specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. You may qualify based on your specialized experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Coordinating with internal/external sources to locate and pool resources and talents to meet common training needs.
  • Advising supervisors and employees of available training courses.
  • Advising supervisors and employees concerning regulations and procedures for training in government and non-government facilities.
  • Arranging for training in accordance with the established and approved plan.
  • Providing information for available training, arranging for instruction in accordance with the established and approved plan, compiling and preparing reports and helps facilitate courses for the facility.
  • Maintaining a library of course catalogs and course announcements.
  • Maintaining inventory of course materials, initiates ordering of training materials as needed. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., with a major course of study in Education or a subject area related to this position. (TRANSCRIPTS REQUIRED). OR,

Combining Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education beyond the first 18 semester hours or 27 quarter hours i.e., beyond the first year is creditable toward meeting the specialized experience requirement. (TRANSCRIPTS REQUIRED).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items. The work is performed in an office setting which require normal safety precautions typical for offices and meeting rooms. The work area is adequately lighted, heated, and ventilated.
