This position is being filled under Z5CAV/Direct-Hire Auth (Certain DoD Personnel), PL 118-31,12/22/2023.

As a FINANCIAL MANAGEMENT SPECIALIST you will be responsible for the following duties:

  • Utilize knowledge of financial management policies, practices, and principles and defines future financial requirements of the programs and services assigned to the USTRANSCOM Information Technology (IT) Portfolio.
  • Incorporate analysis of multi-year funding needs for one or more future budget years.
  • Serve as a senior financial advisor and lead on source selection teams.
  • Review and interpret pending and current Congressional, OMB, DoD, USAF and Comptroller General Decisions which affect the USTRANSCOM Information Technology (IT) Portfolio and recommending courses of action.
  • Perform senior technical level responsibilities for Earned Value Management (EVM).
  • Conduct special studies requested by the Branch Chief or PEO to provide guidance, direction, or action on established policies, procedures, regulations or directives.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:

  • Apply fiscal laws, policies, instructions or procedures to financial management activities related to working capital, revolving or appropriated funds.
  • Perform analysis of a multi-year budget or future budget years.
  • Analyze compiled data gathered from financial analysis of program budget areas, to determine solutions to problems and provide advice for decision making.
  • Lead projects internally or across organizations, programs or agencies to communicate and execute financial goals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

ACQUISITION POSITION: This position requires a Defense Acquisition Workforce Improvement Act (DAWIA) Business Financial Management, Advanced level. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position. FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.

CYBER POSTION: Must attain and maintain the appropriate DoD approved cybersecurity baseline certificate(s) applicable for cybersecurity functions required for the DoD position held, within six months of filling the position, IAW DoD 8140.

Air Force Elements, U.S. Transportation Command

The US Transportation Command provides responsive air, land, and sea transportation support to deploy, sustain, and redeploy US military forces worldwide during peace and wartime. USTRANSCOM is also responsible for coordinating and overseeing the end-to-end global logistics and supply chain management systems within the DoD. USTRANSCOM seeks highly skilled applicants in a variety of fields to include: Acquisition, Information Technology, Strategic Planning, Financial Management, Logistics, and Supply Chain Management.

Mission Statement: USTRANSCOM J8 (TCJ8) is the Program Analysis and Financial Management Directorate which formulates and integrates the command's budget while focused on the effective and efficient use of the command's resources. TCJ8 develops command fiscal policy procedures and resolves issues on use of the COCOM-wide $10 billion Transportation Working Capital Fund (TWCF) budget. This Directorate is the focal point for financial statement audit with our Transportation Component Commands and the Office of the Secretary of Defense - Comptroller. Additionally, the Directorate shapes strategic goals and ensures funding of critical initiatives through the Planning, Programming, Budgeting, and Execution cycle. TCJ8 is the fiscal Corporate Governance Process lead for establishing cost benefit analysis priorities of future investments in Capital Purchases.
