Summary

The Incumbent serves as a Supervisory Program Coordinator within the Office of Mental Health Suicide Prevention, Veterans Crisis Line (VCL) located in the Clinical Operations Team. They perform management and program work including but not limited to planning, training, scheduling, education, implementation, evaluation, staff appraisal, and monitoring adherence to VHA regulations, policies and procedures as well as program guidelines set by external regulatory agencies.

The major duties of this position include but are not limited to:

  • Develops and implements solutions to work problems presented by subordinates.
  • Performs safety reviews and provides information through written and/or verbal reports.
  • Provides advice, counsel or instruction to employees on both work and administrative matters.
  • Responsible for continuous program oversight of both personnel and equipment failure that may inhibit the successful operation.
  • Assists in developing detailed plans, goals and objectives for the day to day operation.
  • Utilizes analytical data reports to help determine short and long-range scheduling or staffing requirements.
  • Implements changes to work schedules, as needed, to ensure appropriate coverage of all business lines including phones, chat and text.
  • Develops and implements Standard Operating Procedures for the department.
  • Uses skills and is proficient in applying clinical principles, concepts and techniques crucial to patient care.
  • Monitors adherence to VHA regulations, policies and procedures and program guidelines set by external regulatory agencies such as the American Association of Suicidology (AAS).
  • Performs other duties as assigned.
Work Schedule: To Be Determined, will work overnights as well as weekends, and holidays, as needed.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirement: The IOR is a basic requirement that must be met by every applicant in order to qualify for entry into a Supervisory Social Science Program Coordinator, 0101 series, and is something that cannot be waived. To qualify for this occupational series, you must possess one of the following:

1. Degree in behavioral or social science; or related disciplines appropriate to the position. (TRANSCRIPTS ARE REQUIRED)
OR
2. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (TRANSCRIPTS ARE REQUIRED)
OR
3. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Specialized Experience:
In addition to meeting the Individual Occupational Requirement, you must have one full year of specialized experience equivalent to at least the next lower grade that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. In order to meet the minimum qualifications for this position, you must meet 5 of 7 of the following examples of specialized experience:

  • Evaluating the performance of supervisors and reviewing/ approving performance evaluations of their subordinates.
  • Making recommendations for personnel actions including awards, performance improvement and discipline.
  • Identifying, assigning, and planning work to be carried out by the supervisors of the department to ensure deadlines for performance appraisals and implementation of policies are met.
  • Addressing unacceptable behaviors and performance appropriately and timely. Taking action regarding conduct issues to include review of verbal and written counseling's, development and recommendations for reprimands and admonishments.
  • Developing and implementing appropriate performance improvement plans and rating plans used by subordinates two levels down.
  • Utilizing analytical data reports to help determine short and long-range scheduling or staffing requirements and implementing change as needed to ensure appropriate coverage.
  • Developing and implementing Standard Operating Procedures for the department. Performing safety reviews and reporting information to leadership.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is performed while sitting at a desk, at conferences, briefings, meetings, in classrooms and the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Work also involves travel and may include prolonged standing, walking, and transport of instructional supplies and/or equipment in excess of 30 lbs.
