Duties

Help

The successful candidate will perform the full range of IT Specialist (SysAnalysis) duties.

Such duties include but are not limited to:

Provides expert analysis, evaluation, and advisory support on IT systems related to office and major human resources issues, policies, and programs. Collects and analyzes data from a variety of sources, applying rigorous evaluation methods to produce clear, concise, and objective information in a timely manner. Prepares reports outlining IT system alternatives, taking into account technical, managerial, economic, and legislative considerations. Provides informed recommendations that support objective, well-grounded decision-making by agency leadership.

Develops comprehensive IT systems analysis documents, gathers and evaluates the necessary information, and delivers clear, well-prepared reports and information on time. Works collaboratively with OCIO, OCHCO, and other agency partners to produce accurate and timely IT data and solutions related to Human Resources information, presented through visual formats such as dashboards and data visualizations.

Assesses and streamlines work processes to identify opportunities for automation and improved efficiency. Performs the analysis, management, and technical work required to plan, design, develop, document, test, implement, integrate, maintain, or update office systems or applications.

Monitors office computer systems and software, performs routine adjustments and maintenance, and provides user training. Serves as the primary contact between the servicing organization and OCIO.

Trains staff to use office software and systems. Develops documentation that enables users to make efficient use of applications.

Serving as Contracting Officer's Representatives in monitoring vendor/contractor performance.

Supports the extraction and analysis of data from multiple sources, processes that data through analytics tools, and develops visualizations that help identify trends, issues, and opportunities

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as: (1) Conducting Systems Analysis: Performing systems analysis for IT projects, including requirements gathering, process modeling, workflow analysis, and recommending IT solutions to improve efficiency and effectiveness of IT operations. (2) Applying System Development Life Cycle (SDLC) Methodologies: Participating in multiple phases of the SDLC (such as analysis, design, testing, and implementation) for IT systems, ensuring deliverables meet requirements and quality standards, and applying relevant methodologies(e.g., Agile, DevOps) and documentation practices. (3) Technical Communication and Documentation: Preparing clear and concise technical reports, system specifications, and user documentation; communicating analysis results and recommendations to stakeholders and team members; and facilitating collaboration within and across teams. AND (4) Analyzing and Resolving IT System Issues: Identifying, analyzing, and resolving routine and moderately complex IT system issues using troubleshooting techniques, and collaborating with others to restore system functionality.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated knowledge in the Application of Systems Analysis Principles.
2. Knowledge of IT System Development Life Cycle (SDLC) and Related Methodologies
3. Skill in Technical Communication and Documentation
4. Ability to Analyze and Resolve IT Systems Issues.

Experience

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
