Summary

This position is located at the Oklahoma City VA Medical. The purpose of the position is to collaborate with the Associate Chief of Staff for R&D as a first-level supervisor responsible for planning, and directing the administrative activities of a complex R&D Program for Oklahoma City VAMC Campus. In conjunction with leadership, the AO of Research ensures that the organizations' strategic mission are communicated and integrated into products and services of all units within Research Service.

Help

  • Oversees administrative and regulatory function of the Research and Development service
  • Works with medical center leadership in executing research programs that interface with medical care.
  • Routinely reviews, evaluates, and ensures the current status on equipment inventory lists for all equipment assigned to Research Service.
  • Reviews, analyzes, and initiates implementation of all policies and regulations that affect and/or govern research funded operations.
  • Provides expertise and guidance to prospective, new, and established investigators on all matters covering research implementation.
  • Evaluates personnel, completes appraisals and recommends personnel for promotions, retentions, separation, awards and disciplinary actions.
  • Oversees and assist in compliance and tracking of fiscal expenditures
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/12/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Coordinates grant submissions, regulatory documentation, and committee reviews to support investigators and maintain research compliance.
  • Plan, schedule, and conduct projects and studies to evaluate and recommend improvements.
  • Manages the allocation and distribution of personnel, supplies, equipment, and other resources across the organization.
  • Assiting with managing program budgets, developed cost projections, monitored expenditures, and ensured funds were obligated and spent in accordance with federal guidelines.
  • Develops and delivers training to junior staff on administrative procedures, systems, and policy changes to ensure consistent and compliant operations across the team.

GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Supervises administrative and research personnel, overseeing hiring, performance management, training approvals, and disciplinary actions.
  • Coordinates HR, credentialing, and investigator staffing needs to ensure compliance with VA policies and research regulatory requirements.
  • Manages administrative operations for diverse research programs, interprets national policies, and oversees reporting and database-driven program evaluation.
  • Oversees budget development, execution, and financial monitoring for VA and non-VA research funds, advising leadership on financial impacts.
  • Directs procurement, contracting, and equipment oversight to support research operations, ensuring compliance and proper inventory management.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files,
books and papers; some walking, standing and bending. No special physical qualifications are required.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
