Duties

Help

  • Performs clerical work in support of an agency cash processing function involving the receipt, disbursement, examination, deposit, custody, or other clerical processing of cash items.
  • Independently responsible for records or ledgers that distinguish between Treasury Department and other funds received and disbursed for the Medical Center. Each of the accounts has its own set of cash items and documents, its own cache for disbursements and receipts, and its own reporting requirements and regulations.
  • Prepares receipts for various types of collections to include medical co-payments, third party insurance payment, overpayments, returned checks and jury duty fees or other collections from employees. Submits requests to the appropriate divisions to determine the disposition for certain collections.
  • Responsible for the preparation and deposit of collections received and inputs the appropriate fiscal transactions in the VISTA system.
  • Receives and disburses funds from personal fund of patients.
  • Responsible for directing persons who owe a fee and are unable or unwilling to pay to the appropriate medical center department
  • Responsible for explaining regulations and requirements to people trying to cash checks without adequate identification, or to people with language barriers.
  • Required to assume personal financial liability for a monetary loss due to the operation of this position, including personal funds of patients and the various accountable forms needed to perform this function.
  • Issues payment of cash for certain designated classes of Fiscal Vouchers such as beneficiary and employee travel, local transportation, final salary payments to separated employees, etc.
  • Prepares replenishment vouchers and the monthly Accountability Report for certification and subsequent reimbursement for the cash disbursements.
  • Balances the advanced funds daily. Reviews all cash items for genuineness and negotiability; reviews all documents as to acceptability, mathematical accuracy, basic audit of document and completeness in accordance with VA, Treasury and GAO directives.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/12/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Broad working knowledge of all banking, Treasury and accounting procedures and policies to include regulations, practices, procedures, and policies concerning the receipt, disbursement and accountability of funds. Knowledge of a wide variety of interrelated steps, conditions, and procedures or processes required to assemble, review, and maintain complex fiscal transactions. Knowledge of operational functions and procedures such as those related to the preparation of awards, rate changes, stop payments, etc. sufficient to process all kinds of collections and disbursements. Knowledge of the negotiability, validity and genuineness of cash items, acceptability requirements of supporting documents, and cash processing procedures in Federal and commercial institutions. Knowledge of automated financial system to reconcile errors that require an understanding of nonstandard procedures.
