  • Data Management - Work involves the planning, development, implementation, and administration of systems for the acquisition, storage, and retrieval of data.
  • Customer Support - Work involves the planning and delivery of customer support services, including installation, configuration, troubleshooting, customer assistance, and/or training, in response to customer requirements.

  • IAW DODI 8570.lM these positions require elevated privileges and the positions should be coded as IT Level Ill, with Security+ certification for System Admins, which is a primary technical duty and is a condition of employment.
  • The position must achieve the IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.3.
  • Certification requires continuing education. Failure to receive the proper IA certification may result in removal from this position.
  • Subject to Temporary Duty Assignment (TDY) by military or commercial aircraft approximately 60 days per year.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 positions located here.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriateGS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience supporting digital and analog processors, cockpit displays & controls, mechanical and electrical interfaces, and digital models of a wide variety and fidelity. Software includes algorithms for navigation, ordnance targeting/delivery, flight controls, energy & propulsion management, communications, sensor imaging, and target locations and identification as well as data management and data analysis. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Ideal Candidate:
Desired skills include:
  • Unix or linux system administration experience with networked systems, including unix/linux-based networked file systems, ability to manage and operate router equipment: Cisco and Fortinet
  • Ability to manage (non-supervisory) a team of 6-10, and able to mentor where needed
  • Knowledge of security measures such as selinux on Red Hat Enterprise Linux

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a full range of IT security principles, concepts, practices, products and services, and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures.
2. Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to implement and configure system/network compliance with security accreditation requirements.
3. Knowledge of Local Area Network security requirements and techniques to implement protection of computer systems from viruses, data tampering, and unauthorized system entry.
4. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media equipment, equipment configuration, and related software systems, processes and procedures to implement security accreditation requirements to counter vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications.
5. Ability to apply findings of assessments to mitigate IT security risks through the implementation of corrective actions. Ability to apply polices, principles, and IT security concepts sufficient to carry out activities leading to security C&A. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
