  • Plans, organizes, and oversees the activities of the Special Air Missions Division (AF/A3MS), ensuring compliance with legal and regulatory requirements while meeting customers' needs.
  • Represents the Special Air Missions Division (AF/A3MS) with a variety of installation and functional area organizations.
  • Provides technical expertise of policy and directives regarding EA operations to support the Director, Special Air Missions (AF/A3M) and senior leadership.
  • Advises the Chief, Special Air Missions Division (AF/A3MS) in the development, coordination, and execution of tasks in support of the division's mission.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
  • Must be a previously Rated Officer (pilot or navigator) with Special Air Mission experience.
  • Incumbent must provide a statement of employment and financial interests.
  • Incumbent may be required to work other than normal duty hours to include evenings, weekends, and/or holidays.

  • Prior to reporting for duty, the incumbent must be approved for Presidential Support Duty (PSD) in accordance with Department of Defense Directive 5210.55 (PSD Category II). Prior to selection, the applicant must be pre-screened for PSD suitability. The applicant must maintain PSD approval to remain eligible to hold the position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. May be subject to national security or lifestyle polygraph examination, or other security surveillance methods.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position. Must be able to travel and perform other passport and visa related duties outside the local area as assigned. Travel (including local travel) not to exceed 10% may be required.
  • This is a Term position NTE 31-JUL-2029; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Transportation Operations Series 2150

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Mastery knowledge of the policy, authorizations, and limitations imposed by US Public Laws, Secretary of Defense and Secretary of Air Force directives to provide single Air Force travel policy interpretations. Expert knowledge of aviation traffic management principles and extensive strategic flight planning expertise to determine mission priorities, consolidate operational airlift requests when practical, disseminate information to senior leaders, evaluate cost data, analyze trends and conceptualize future requirements. Expert knowledge of the operations, practices and policies of the division's functional activities, such as a comprehensive knowledge of aviation transportation operations, policies and procedures. Uses aviation traffic management principles and flight planning to determine mission priorities, consolidate operational airlifts when practical, disseminate pertinent information to senior leaders, evaluate cost data, analyze trends and conceptualize future requirements. Comprehensive knowledge of agency policies, Air Force Instructions, DoD directives, OMB and Congressional rules and regulations to plan and develop a service that satisfies user requirements and to interpret transportation policies, procedures and guidelines. In-depth knowledge of policies and practices to negotiate transportation services with United States Transportation Command (USTRANSCOM) joint scheduling agency, Air Force Reserve Command (AFRC), United States Army Priority Air Transport (USAPAT) scheduling agency and the Navy Air Logistics Office (NALO) to meet not only user requirements but also user expectations. Comprehensive knowledge of the commercial scheduling process and the entire process, by which travel is requested, authorized, conducted and reimbursed.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the policy, authorizations and limitations imposed by US Public Laws, Secretary of Defense and Secretary of the Air Force Directives to provide single Air Force travel policy interpretations.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Knowledge of aviation traffic management policies, principles and practices and extensive strategic flight planning expertise to determine mission priorities and consolidate executive airlift requests when practical.
  • Skill and ability to interact, negotiate, and establish effective professional working relationships with coworkers, supervisors, high level officials, contractors and other individuals both within and outside the unit to provide advice, liaison, and recommendations contributing to a cooperative working environment and successful accomplishment of the mission.
  • Skill and ability to communicate effectively, both orally and in writing.
  • Ability to apply problem-solving skills such as critical thinking and decision-making to implement effective solutions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
