The United States Space Force (USSF) at Buckley Space Force Base, Colorado is searching for a Mission Support Budget Analyst to support MD4 (NH-0560-03, GS-12/13 Equivalent).

Description:
Budget Formulation & Strategic Advisement: Acts as a recognized functional/technical expert, regularly sought out by leadership, supported unit commanders (e.g. MD, 3 SCS, 47 TIS, 64 CYS, 4 STS), and peers for advice and assistance.
Budget Analysis, Execution & Administration: Serves as the primary process owner for OAC 83 budget execution across six OBANs in support of S8W (Sustainment Support Financial Management). Execution Ownership: Assumes full ownership of execution processes and products, applying principles of S8A (Financial Analysis) to strictly monitor spending levels and obligation rates for all primary and covered units.
Financial Advice, Liaison & Policy Management: Serves as the focal point for high-level financial reporting, inter-agency coordination, and policy enforcement. Financial Management Boards: Hosts Status of Funds (SOF) and Financial Management Board (FMB) meetings as a core function of S8A (Financial Analysis), tailoring briefings to the specific mission/IMSC needs of the supported portfolio. Reporting & Contracts: Reviews, approves, and acts as a lead author of major management reports and contractual documents designated for external distribution.
Advanced Analysis, Audit & Special Studies: Drives audit readiness and operational excellence through advanced analytics and continuous process improvement. Audit Readiness: Manages Financial Improvement and Audit Readiness (FIAR) standards for the supported portfolio, driving S8F (Financial Operations) excellence and compliance.


Ideal Candidate:
This position serves as a recognized functional and technical expert in financial management and budget execution, operating within a complex, multi-tiered organizational structure. The primary purpose of this position is to provide comprehensive financial management, budget formulation, execution, and policy guidance. The incumbent directly supports their budgets as assigned and provides critical financial coverage and oversight for peers coverage, assuming full operational financial responsibility when peers are out of office.


Key Skills and Abilities:
- Knowledge of DoD Financial Management Systems and Regulations: Working knowledge of the Department of Defense (DoD) Planning, Programming, Budgeting, and Execution (PPBE) system, DoD Financial Management Regulations (FMR), and fiscal law to assist in the proper formulation, execution, and tracking of assigned funds.
- Knowledge of Programmatic and Financial Disciplines: General knowledge of the interrelationships between current-year budget execution, sustainment funding, and accounting operations to help ensure financial activities are synchronized within assigned programs or directorates.
- Skill in Financial Analysis and Automated Systems: Proficiency in utilizing automated financial systems and standard data analysis tools to track spending levels, monitor obligation rates, and observe budgetary trends. Includes the ability to prepare status of funds reports and contribute data for financial briefings.
- Skill in Communication and Coordination: Skill in both oral and written communication to effectively explain financial data, draft routine budget requirement justifications, and represent assigned financial programs in standard working groups and meetings.
- Ability to Perform Problem-Solving and Financial Analysis: Ability to analyze standard programmatic and funding issues, research alternative courses of action, and recommend practical solutions that align with the organization's mission priorities and objectives.
- Ability to Support Financial Programs: Ability to organize tasks and manage daily activities to support concurrent financial processes, such as assisting with Unfunded Requests (UFRs), compiling data for the Program Objective Memorandum (POM) submission, and processing Requirement Approval Documents (RADs) for timely mission support.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Top-Secret / SCI security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / relocation funding is not authorized.
  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
  • Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.
  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
  • This is a Financial Management Level (1, 2, or 3) Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
