Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

Help

The primary purpose of this position is: as an Air Reserve Technician (ART) officer, to serve as the Executive Officer for the group senior ART. The primary purpose of the position is to administer and direct the group's executive support functions and to ensure that day-to-day operations comply with the policies of the senior ART and command. Additionally, provides training to reservists in the tasks of this position.

DUTY 1: Serves as the executive advisor on programs and initiatives within the group. Maintains cognizance of the effectiveness and status of group programs and activities by reviewing program status documents; internal metrics and/or productivity reports; management indicators; inspection, staff assistance, and audit reports; and from visual observations and personal contacts with the wing/group staff and operating personnel.

DUTY 2: Performs a variety of staff studies concerning group programs and program support effectiveness resulting from regulatory changes, new technology, program/mission changes, recurring requirements, and others. Data results of studies are used for both current and future work planning and operations, and in response to higher headquarters taskings.

DUTY 3: Represents the senior ART concerning group plans, special events, projects, etc., to communicate senior ART's policies and to explain the interests of the group in regard to local activities or projects. Participates in discussions, meetings and serves on panels or committees. Presents briefings and written correspondence that considers the composition of the audience, knowledge level and desired outcome when composing the material.

DUTY 4: Manages group resources for executive support, services and activities. Conducts management studies, inquiries, and surveys to determine support requirements and to measure the effectiveness of existing structures in meeting objectives. Develops resource plan for executive support, including budget, equipment, computers, supplies and required services.

DUTY 5: Maintains oversight of and has overall responsibility for the inspection program as it relates to the group and directs the conduct of inspection activities. Represents the senior ART commander in all matters pertaining to inspections and keeps him fully informed. Exercises supervisory personnel management responsibilities (less than 25% of the time). This duty is only applicable if the position is coded with a supervisory level code "4." Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.

Qualifications

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.
This is an Air Reserve Technician (ART) Officer position located at 919 SPEC OPS MAINT GP with the military rank of CAPTAIN/ O-3, AFSC: 097E0. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes the performing work with knowledge of the overall mission, functions, operations, principles and processes of executive support OR any directly related experience which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position; knowledge and skills in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of group administrative and support operations. (To be creditable, specialized perceived must meet the above quality level requirements.)

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of organization, major issues, program goals, missions, functions, administrative operations of the wing and group. Ability to manage a small staff and carry out all phases of personnel management responsibilities. (Only applicable if the position will supervise less than five employees/positions, supervisory level code 4; not applicable if the position is nonsupervisory, supervisory level code 5.)
2. Knowledge and skill in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of group administrative and support program operations. Skill and ability to prepare project and staff reports and deliver briefings to high level officials both civilian and military.
3. Knowledge of the laws, regulations, policies and precedents which affect group programs and related support resources.
4. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command.
5. Knowledge of operating programs throughout the group in order to conduct studies, analyze findings, and make recommendations on substantive operating programs.
6. Ability to plan and organize work, and communicate effectively both orally and in writing.

Other significant facts pertaining to this position are:
1. The incumbent must meet and maintain AFRC requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
2. May be required to travel by military or commercial aircraft in the performance of TDY assignments.
3. May be required to work overtime, unusual or extended tour of duty.
4. Performs other related duties as assigned. 5\. This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities. As a designated key position, the term "key" as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e., formulates, determines or influences policies of the unit to which assigned), and has no relationship to the term "key" as defined in AFI 36-507.
6. This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement.
7. The incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of responsibilities inherent in this position. Must be able to obtain and maintain a secret security clearance.
8. The incumbent must obtain and retain the appropriate security clearance level designated for the position.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE:
Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.
