Duties

Help
  • Supervises the work of librarians and library technicians on the Information Resources Team.
  • Responsible for long and short term planning of policies and procedures to meet the overall team operating objectives.
  • Oversees and manages collection development, acquisition, cataloging, and processing of materials for USMA Library.
  • Oversees and manages digitization and preservation activities for USMA Library.
  • Coordinates with Associate Director of Finance and Personnel to develop annual library budget requirements.
  • Participates in conferences and programs on trends/new technology in library services and information management.

  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Librarian:

The Librarian occupation has specific education requirements which apply to all positions. To quality, applicants must meet one of the basic requirements listed below.

A. Degree: Completion of 1 full academic year of graduate study in Library Science, Research, or Communications in an accredited college or university, in addition to completion of all work required for a bachelor's degree.

OR

B. . A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: Minimum Qualifications
GS11:
A) One year of specialized experience which includes 1) Participating in library planning and/or policy making; 2) Supporting physical and virtual users with library facilities, resources, and/or services; AND 3) Maintaining library items such as collections of books, periodicals, magazines, newspapers, and audiovisual materials. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

B) Education: 3 full years of progressively higher-level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position.

C) Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-12:
One year of specialized experience which includes 1) library policy development; 2) Supporting physical and virtual users with library facilities, resources, and/or services; 3) overseeing and/or maintaining collections within a library such as books, periodicals, magazines, newspapers, and audiovisual materials; AND 4) leading and/or supervising personnel or projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

GS-12: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education
