As a Contract Specialist, you will be responsible for the full range of pre-award and post-award functions within the Federal Acquisition Service.

Location of position: The position will be within the Federal Acquisition Service (FAS). Location will be determined once selection is made based on residence.

Duties

Help

You will be responsible for performing the following Major Duties:

  • Prepares solicitation documents, incorporating specialized provisions, such as cost accounting standards, requirements for technical proposals with appropriate weighting factors, cost or price escalation factors, socioeconomic programs, etc.
  • Pre-award: reviews and analyzes requests for procurements, revising the statement of work, drawings or specifications in coordination with the requiring or program office. Post-award: Conducts post-award conferences with the contractor to provide information, to clarify standard and special provisions of the contract and to maintain liaison with the contractor to interpret contractual obligations and resolve problems.
  • Negotiates changes and other modifications to contracts directly with contractor personnel on material and labor costs, overhead, profit or fees, resolving disagreements between auditor and contractor involving audit determined cost or pricing.
  • Prepares memoranda to explain rationale and methods used in arriving at final negotiated price and other agreements.
  • Prepares solicitation documents, incorporating specialized provisions, such as cost accounting standards, requirements for technical proposals with appropriate weighting factors, cost escalation factors, socioeconomic programs, etc. Analyzes specifications to ensure their adequacy and recommends revisions, identifying exceptions or changes needed in standard contract provisions to accommodate unique circumstances. Develops special clauses and provisions for unique procurements for which there is no precedent.

The GS-12 salary range starts at $89508.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

Basic Requirement for GS-12:

(A) A 4-year course of study leading to a bachelor's degree with a major in any field

or

(B) At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

In addition to the Basic Education Requirement listed above, you must have one year of specialized experience equivalent to the GS-11 in the Federal service.

Specialized experience is experience performing a wide range of pre- and/or post-award contract activities such as soliciting, negotiating, awarding, monitoring, and/or closing out contracts; and interpreting and applying federal acquisition regulations, agency policies, and contract law principles to ensure compliance.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of Federal and agency contracting laws, policies, regulations and procedures to acquire and administer contracts for a wide range of extensive or unique services, supplies and equipment.
  2. Knowledge of various types of contracts, methods of contracting and selection factors to satisfy complex requirements and to conduct negotiations in the pre award and post award phases of contracting.
  3. Skill in the use of negotiation techniques sufficient to negotiate prices, terms and conditions, contract modifications and settlements.
  4. Knowledge of current software and media applications to facilitate the efficient exchange and reporting of information via email, spreadsheets, WebEx, and other IT systems supporting the Integrated Acquisition Environment (e.g., SAM, eSRS, CPARS/PPIRS/ FAPIIS).
  5. Skill in both written and oral communications to keep agency’s management, customers and contractors apprised of project status and procurement issues of mutual concern.
