Duties

Help
  • Subject matter expert in Military Health System (MHS) data systems, resourcing models, military beneficiaries and health services, and product lines for healthcare delivery and military readiness functions.
  • Performs complex data extraction, integration of disparate data sets, and conducts statistical analysis of medical and business intelligence systems.
  • Provide consultation services and develops Enterprise-level decision support tools, products, and business practices to inform MHS resourcing strategies and support MTF optimization efforts.
  • Perform impact analysis of various organizational structures, cultures, business processes, personnel policies and medical information systems usage in wide ranging functional data quality areas.
  • Prepare projects, metrics, studies, analyses, and reports.
  • Assist in the communication of DHA policies to the field by providing explanations of the analysis upon which the policies are based.
  • Apply statistical analysis to operational data in order to provide decision support and program analysis.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Requirement for GS-11:

Specialized Experience: One year of specialized experience which includes assisting in the development of automated data collection programs, utilizing cost analysis and management procedures, and identifying data quality issues to recommend correction actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Requirement for GS-12:

Specialized Experience: One year of specialized experience which includes assisting in the examination of Data Quality Management Control (DQMC) processes; collecting and analyzing financial data; reviewing reports and corrective actions; and providing guidance to stakeholders regarding data quality issues.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

  • Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-12 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.

  • Salary includes applicable locality pay or Local Market Supplement.
