Help

  • Analyzing and evaluating total laundry program and develop operational plans and policies based on present/historical facts and anticipated workloads, including new programs.
  • Developing and applying laundry equipment and personnel standards utilizing equipment manufacturers' literature and in-house work studies.
  • Knowledge of governing laws, regulations, policies, directives, and program changes related to and impacting laundry services.
  • Developing and interpreting statistical data and assemble data into written format for presentation to management.
  • Possessing knowledge in the use, effectiveness and proper handling of laundry alkalies, surfactants, softeners, sours, bleaches, and other laundering agents.
  • Possessing knowledge of natural fibers plus synthetic man-made fibers or blended combination or percentage of each fiber used in the manufacture of textile materials used in the health care industry.
  • Applying personnel policies in evaluating, appraising, rating, taking disciplinary actions and rewarding employees.
  • Purchasing laundry equipment.
  • Preparing budget estimates.
  • Conducting quality assurance inspections.
  • Establishing records systems for laundry production units, including sorting, washing, drying, flat-work, folding wearing apparel, finishing and shipping.
  • Maintaining appropriate levels of supplies to meet demands and emergency concerns.
  • Enforcing laundry/linen policies and practices.
  • Developing an identification system for classifying and processing laundry workload.
  • Completing all laundry/linen reports and meeting all deadlines.
  • Carrying out established policies and procedures for personnel, production flow and time and attendance in accordance with industry standards.
  • Evaluating production accomplished against equipment capacities.
  • Writing operational policy statements, job analysis, performance appraisals, and position descriptions.
  • Developing written correspondence for upper level management.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices related to hospital textile care operations;
    • Knowledge of applicable regulatory and accreditation requirements;
    • Ability to determine workload changes, analyze production and utilization data, and modify procedures and processes to increase the efficiency and effectiveness of operations;
    • Knowledge of budgeting, cost analysis, and procurement processes sufficient to prepare budget inputs, monitor resource utilization, and support program operations;
    • Knowledge of supervisory principles and practices.

To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or, LL.M., if related. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires a combination of sedentary and physical activities. The incumbent performs office-related duties such as planning, coordinating, and administrative work, which involve sitting, reviewing documents, and using a computer. The position also requires regular visits to the laundry plant and distribution areas to observe operations, conduct inspections, and ensure compliance with established procedures. Physical activities include standing, walking, bending, and occasional lifting or carrying of items such as linen bundles, carts, or supplies weighing up to approximately 50 pounds. The incumbent may also push or pull loaded carts and navigate within an industrial environment. Physical effort is required on a recurring basis; however, it is not the primary function of the position

Working Conditions: The work is performed in both an office setting and an industrial laundry plant environment. In the office setting, the work is typically performed under normal conditions. In the laundry plant and distribution areas, the incumbent is exposed to conditions such as elevated noise levels, heat, humidity, lint, and odors associated with soiled linen processing. There is also exposure to chemical agents used in laundering processes, as well as moving equipment and wet or slippery surfaces. The incumbent is required to follow established safety procedures and use appropriate personal protective equipment (PPE) to minimize the risk of injury or exposure.
