Duties

Help

The duties for this position include, but not limited to the following:

  • Developing a research agenda and proposing research priorities/projects that have substantial statistical content.
  • Formulating, planning, budgeting and executing major Clinical Center-wide and national statistical projects. Such projects include a variety of intramural clinical trials, and studies of diagnostic procedures, interventions, and prognostic factors.
  • Serving as a major interface between the Clinical Center, NIH Institutes, and on occasion, extramural investigators with respect to biostatistics and clinical epidemiological issues.
  • Developing appropriate designs, data accrual mechanisms, and budget recommendations for statistical support for clinical studies conducted by CC investigators and for investigators from other Institutes.
  • Advising the Chief Executive Officer (CEO) and CMO, Clinical Center, on matters relating to biostatistics and clinical epidemiology, and providing recommendations to achieve the HHS, NIH and Clinical Center objectives.
  • Providing expert advice on the design, development, installation, and evaluation of computer-based systems for clinical research and analysis as applicable. These include systems for physician researchers, research nurses, and other clinical researchers in the various Clinical Center departments doing research such as Critical Care Medicine, Laboratory Medicine, Pharmacy, Rehabilitation Medicine, and Institute programs and investigators, as appropriate.
  • Planning and directing experimental uses of personal computers and devices in the collection and analysis of clinical research data and publishes research in the field of medical information systems. Researches the practicality of using new software products for the Clinical Center research enterprise by experimenting with sample copies and/or by observing activities at other medical institutions.
  • Serving as a technical authority in the field, and providing advice and efforts which affect the work of investigators and statisticians both within and outside the Clinical Center and have national, and, at times, international impact.
  • Exercising delegated authority for the full range of supervisory duties over the staff including planning and assigning work to be accomplished by subordinates, developing performance standards, evaluating staff performance, identifying ways to improve productivity, and increasing the quality of the work directed. The performance of this work occupies less than 25% of the incumbent's time.

Qualifications

Education Requirement:

A.
Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

B. Have a combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

AND

In addition, in order to qualify for a Statistician (Medicine) position at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing statistical consultation for research in the biological medical sciences; performing detailed and comprehensive analyses of complex databases, providing statistical expertise for the design and analysis of laboratory and/or clinical research protocol data; developing new statistical methodologies or adapting existing methodologies to analyze data derived from research studies; preparing reports on the methods of analysis and; preparing the results for publication in scientific journals and for presentation at scientific meetings.

You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.

The incumbent for this position serves as the Chief for the Biostatistics and Clinical Epidemiology Service (BCES), and reports to the Chief Medical Officer (CMO) in the Clinical Center at the National Institutes of Health. This position supervises and provides leadership for a team of professional biostatisticians/clinical epidemiology and clinical data management support staff and other personnel involved in medical computing projects to support the clinical and laboratory research mission of the Clinical Center and NIH Institutes.
