  • The Program Assistant works as a member of the Medical Administration Service and is responsible for the overall planning, coordination, implementation, management, and evaluation of the clinical applications of VetLink, Secure Messaging.
  • Knowledgeable of the overall facility and network goals, missions, and priorities to ensure that all applicable programs do not adversely impact other programs or resources.
  • Awareness of management discussions, decisions, and policy making concerning these vital electronic resources; consults and advises their Supervisor and Service Chief on all related matters.
  • Responsible for specific action item reports assigned by the MAS Supervisor related to other areas of MAS.
  • Facilitates communication across service lines within the facility to achieve maximum fulfillment of Vetlink and Secure Messaging program goals and objectives.
  • Collaborates with the Supervisory MeAssisdical Administration Specialist, Communication Specialist, Deputy Chief MAS and the Chief MAS on updates, changes and implementation of the MAS Sharepoint and MAS Dashboard.
  • Serves as a technical consultant for all aspects of their use, including facilitating Vetlink and Secure Messaging staff training, pilot testing and implementing new long-distance care models and multi-site coordination and problem resolution.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-06 position you must have served 52 weeks at the GS-05 level. The grade may have been in any occupation, but must have been held in the Federal service.
For a GS-07 position you must have served 52 weeks at the GS-06 level. The grade may have been in any occupation, but must have been held in the Federal service.

And SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience GS-06: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of MAS. Knowledge of and ability to demonstrate experience with the application of change management and efficiency methods to guide the implementation of innovative programs and development of best practices. Knowledge of VHA goals and objectives as they relate to all four major MAS programs; the sequence of timing of key Vetlink and Secure Messaging program events and milestones, and methods of evaluating the worth of the program accomplishments. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may conflict with the desires of the activity studied. Guidelines consist of standard VA Directives, VA Policy manuals, local facility policies, and laws covering the scope of responsibility for the Medical Administration Service. Also, guidelines for establishing/maintaining Vetlink, Secure Messaging, MAS Sharepoint and the MAS will be followed. The work involves gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency for training operations in a program or program support setting. Issues, problems, or concepts are not always susceptible to direct observation and analysis. Will be required to show substantial levels of flexibility/adaptability, a depth of technical knowledge and skill, and a willingness to operate optimally in a team environment. COMPUTER KNOWLEDGE, WORD PROCESSING (MS-WORD) Uses MS Word or comparable word processing software to execute several office automation functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text; formatting letters, reports and memoranda; and transmitting and receiving e-mail. SPREADSHEETS (MS-EXCEL) Uses MS Excel or other comparable spreadsheet software to develop and change spreadsheets to graphically display data. GRAPHICS (MS-POWERPOINT) Uses MS PowerPoint or other comparable graphics software to develop presentation materials.
