Help

The Vocational Rehabilitation Specialist is assigned to Community Based Care Service Line (CBC), but is under the clinical and administrative supervision of the Program Manager of Vocational Services. The incumbent may be required to work at all divisions-HJ Heinz, University Drive, Community-Based Outpatient Clinics, and in the community, and must maintain a valid driver's license.

Major duties include but are not limited to the following:

  1. Finds suitable employment opportunities, monitors placements, promotes successful adjustment. Pursues and maintains employer contacts based on the individual client's interest.
  2. Develops strategies to engage clients who may be reluctant to actively pursue employment or risk a reduction of benefits
  3. Reports program progress to Vocational services Program Manager in accordance with established procedures.
  4. Networks in the local community with businesses and employers that have a job lead which are directly related to the interests and desires of the clients. Employers may be reluctant to hire a worker with a disability, so considerable persuasion is required to convince them of the employee's ability to contribute and be productive.
  5. Negotiates with employers, when appropriate, to provide reasonable accommodations to meet the needs of Veterans, based on performing a worksite analysis.
  6. Counsels and guides Veterans through difficult transitions while adjusting to the job. Great skill and knowledge are required to encourage and motivate the individual to become self-sufficient.
  7. Helps the employer understand the nature of the Veteran limitations while maintaining a positive impression of the client's capacity to succeed. Oversees the adjustment process.
  8. Participates in team treatment and administrative meetings to be aware of any clinical concerns and shares strategies, progress, and needed support with other members of the treatment team.
  9. Coordinates with various resources to locate a training facility in the community that will be specifically suitable from the standpoint of the particular needs of the Veteran.
  10. The demands of training require the specialist to analyze mental and physical disabilities or other handicaps, in terms of the practical effects of such handicaps on motivations, adjustment to training and difficulty in employment placement. The established programs might require significant modification to accommodate the client's severe limitations.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements:

  • United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

You may qualify based on your experience and/or education s described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: work that required obtaining and applying occupational information for people with disabilities, knowledge of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program; experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention; or experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems. This experience must be detailed in your resume to receive credit. OR,
  • Education: In addition to meeting the basic requirements, successful completion of 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the GS-11 level. Transcripts must be submitted with application. Education cannot be credited without documentation (Transcript Required). If you are using a combination of education and experience you must also have either a graduate or undergraduate degree that meets the education requirement OR an additional year of similar experience but may be equivalent to a lower level than GS-9. This is because the occupational series contains an IOR (individual occupational requirement) of the same degree type and specialized experience.

Driver's License Requirement: You must possess a valid unrestricted drivers license. Travel will be required between main campus' and CBOCs, as well as the community. Incumbent will also be expected to transport veterans in government vehicles.

Preferred Experience:
  • Experience working with Veterans with substance use disorders (SUD), including those in early recovery, relapse, and/or with co-occurring mental health conditions, strong understanding of recovery principles, relapse prevention, and motivational interviewing preferred.
  • Experience supporting individuals with serious mental illness (SMI), including knowledge of how psychiatric symptoms impact employment and use of recovery-oriented, person-centered approaches preferred.
  • Experience in supported employment, vocational rehabilitation, or workforce development, preferably using evidence-based models such as Individual Placement and Support (IPS) preferred.
  • Demonstrated experience in job development, employer engagement, and job placement/retention strategies, including job carving and building relationships with community employers preferred.
  • Experience providing vocational counseling and case management, including addressing complex barriers to employment (e.g., housing instability, legal issues, employment gaps) and collaborating effectively with preferred interdisciplinary teams preferred.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
