The incumbent serves as the Assistant to the Environmental Management Service (EMS) Chief, substantially sharing all technical and managerial responsibilities. Additionally, the incumbent will share responsibility on a continuous basis, as well as the managerial work in the absence of Chief. During the absence of the Chief, the incumbent assumes total responsibility of EMS.

Help

Duties include, but are not limited to:

  • Makes decisions and actions that have substantial impact on program objectives, goals, funding, scheduling, organizational structure and allocation of resources
  • Develops new ways to resolve major Environmental Management Service (EMS) problems or planning the most significant management aspects of the medical center EMS improvement program
  • Develops administrative guidelines and policy to conduct program operations
  • Provides oversight of environmental management contracts for off-site locations; to include renewing and initiating new contracts for services
  • Develops procedures which meet the specific goals of the EMS, along with the broad overall goals of the hospital
  • Inspects all areas of the medical center routinely for cleanliness
  • Ensures facility compliance within area of responsibility with EPA OSHA, JCAHO, and other regulatory entities
  • Identifies and arranges for developmental and training needs of staff
  • Collaborates with the Chief in the management of the medical center's Waste Management Program and required compliance reporting
  • Resolves complaints, refer group grievances and serious, unresolved complaints to a higher level
  • Serves as Assistant Linen Control Officer and is responsible for active participation in the management of the technical aspects of linen operations
  • Manages the employee uniform distribution program to include the purchasing, issuing, and processing of government owned uniforms for all authorized personnel
  • Oversees the operations of the Textile Care Management Division, which includes consolidated laundry, linen management, uniform management, and patient assistance program
  • Develops appropriate performance standards and evaluate work performance of subordinates based on these standards

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to the GS-9 grade level in the Federal Service, that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Experience must include two or more of the following areas, or other work directly related to the position:

  • Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment
  • Experience in laundry and linen management
  • Experience in interior design management
  • Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition
  • Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree: Major study -- public health or business administration with emphasis in hospital administration.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the graduate degree level.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
