Duties

Help
  • Provide guidance to supervisors and managers concerning all aspects of the federal labor management relations and employee relations programs.
  • Provide guidance to supervisors and managers on the appropriate corrective actions to resolve employee misconduct and performance deficiencies.
  • Draft disciplinary and adverse actions that are clear, concise, and technically accurate in accordance with agency policy, federal laws, rules, and regulations.
  • Draft administrative and negotiated grievance decisions for supervisors and managers in accordance with agency policy, federal laws, rules, and regulations.
  • Review and analyzes regulations and administrative instructions pertaining to all phases of appeals.
  • Assures compliance with applicable statues, OPM regulations, Executive Orders, case law ( e.g.), court decisions, etc. when preparing and providing advisory services to management.
  • Present training for supervisors and managers concerning the federal labor-management relations and employee relations programs.

Qualifications

To qualify for a Human Resources Specialist (Employee Relations/Labor Rel), NH-0201-3 your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the NH-3 level, applicants must possess one year of specialized experience equivalent to the NH-2 or GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable Specialized Experience includes:

  • Experience preparing and presenting training materials pertaining to employee and labor relations issues.
  • Providing a full range of advisory services, assistance, and policy guidance to management officials, legal staff and employees concerning all aspects of the employee relations programs.
  • Providing advisory services, assistance, and policy guidance to management officials, legal staff and employees concerning all aspects of the labor-management programs.
  • Providing advice and assistance on the impact of negotiated labor agreements on day-to-day operations, and assisting in accomplishing required processes and procedures.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

  • Carson, CA: $105,482 - $161,313 (includes 36.47% locality)
  • Chantilly, VA: $103,526 - $158,322 (includes 33.94% locality)
  • Fort Lee, VA: $94,514 - $144,540 (includes 22.28% locality)
  • Hanscom AFB, MA: $102,475 - $156,715 (includes 32.58% locality)
  • Brentwood, TN: $90,479 - $138,370 (includes 17.06% locality)
