  • As an IT Specialist (SYSANALYSIS/APPSW), GS-2210-07 your duties generally will be performed in a developmental capacity under the guidance of a higher graded specialist or supervisor and will include, but may not be limited to:
  • Attending formal training on information technology management and IT plans and programs including administration and program management, life cycle management, hardware, software, telecommunications, analysis, and structured programming
  • Serving on teams for program/ project management for IT initiatives
  • Performing tasks such as drawing flow charts, fact finding, and systems analysis
  • Performing duties in various aspects of Information Technology such as life cycle management, systems architecture, and database management
  • Assisting in planning and coordinating systems design, preparing technical specifications, monitoring development and testing processes, and developing, coding, testing, debugging and maintaining applications software

Qualifications

To be considered for a Recent Graduate appointment you must meet ONE of the following requirements:

  • A person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment -OR-
  • A person who has completed a period of obligated service in a uniformed service of more than four years, and was awarded a degree by an institution of higher education not more than four years before the date of the appointment.
In addition to meeting the Recent Graduate eligibility requirements, your resume and supporting documentation must support:

A. Specialized Experience One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to the GS-05 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Analyzes usage statistics to ensure the effectiveness of current database methods and procedures, and to ensure optimum use of existing systems.
  • Assists in planning and coordinating systems design, preparing technical specifications, monitoring the development and testing processes, and developing, coding, testing, debugging and maintaining applications software.
  • Writes regulations, manuals, procedures, and other instruments of a guidance nature for use by others charged with performing actions under the monitoring of Information Operations.
B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: bachelor's degree with Superior Academic Achievement (SAA) based on ONE of the following: (1) class standing (upper third standing in graduating class); -or- (2) grade-point average (2.95 or higher overall or over the last two years of bachelor's degree -or- 3.45 in major field or over the last two years in major); -or-(3) election to membership in a national scholastic honor society. Your degree must be in the following: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. -OR 3 C. Have completed at least one (1) full year of graduate education from an accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management. Additionally, you must have a degree in the following: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.

The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.

ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.

For selected applicants new to Federal civilian service, this position does not meet the regulatory requirements for an advanced in hire rate, therefore, pay will be set at the Step 1 of the applicable rate range. For selected applicants who are current Federal civilian employees or have prior Federal civilian service, pay will be set in accordance with applicable pay setting laws, regulations, policies and guidance.
