Summary

About the Position: Serves as a Marine Cargo Specialist, responsible for cargo stowage planning, overseeing/monitoring, stowing and loading. Planning and loading operations are complex, involving the transshipment of hazardous cargo. Assignments cover a variety of terminal locations and pertain to a number of ships operating on different schedules. Assures that proper actions are taken to protect the interest of the government and compliance by the Contractor with regard to contract provisions.

Duties

Help
  • Perform complex cargo stowage planning.
  • Oversee/monitor the stowing, loading, planning and discharge of cargo including hazardous cargo aboard vessels.
  • Provide technical advice, guidance and instructions to nontechnical specialist concerning difficult assignments and problems encountered to assure successful execution of functions.
  • Provide technical advice, guidance and instruction to nontechnical specialists to assure successful execution of functions.
  • Independently revise and finalize stowage plans consistent with space allocations.
  • Inspect ships' cargo holds for required cleanliness and conditions prior to and after loading/discharge operations and ensure correction of inadequacies.
  • Oversee contractor operations in physical loading, stowage, trimming and discharge of cargo.
  • When designated as the COR, monitor the loading and discharging of all vessels where contract during labor is used to ensure conformance to stowage plans, terms of stevedore contract and seaworthiness of vessel.

  • Incumbent must be able to obtain and maintain a valid State and government driver's license.

  • Incumbent may be required to travel up to 25% to perform duties/attend training.
  • Incumbent must to able to board break bulk ships, barges, and other type of vessels and be able to climb ladders to access all decks.
  • This position is covered by the 1998 Lautenberg Amendment to the Gun Control Act of 1968 (18 U.S.C. 922) Persons convicted of misdemeanor crime of domestic violence are not eligible for the position.
  • Incumbent will require a pre-employment and annual physical will be required.
  • This position is obligated to another employee. If/when that employee returns the position will need to be vacated.
  • Some shift work may be required.
  • Financial Disclosure will be required.
  • This position may require shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • Contracting Officer Representative / Contracting Officer Technical Representative (COR/COTR) certification/training IAW DoDI 5000.72 within 1 year of appointment to position.
  • This position has been designated "Mission Essential".
  • Incumbent must be HAZMAT certified.
  • A one year trial period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) preparing cargo stowage plans, and/or (2) overseeing maritime loading and stowage operations to make certain that they conform to preliminary plans, or authorizing necessary changes and preparing final plans. This experience must have involved vessels of at least 5,000 dead-weight tons. It must also clearly show a comprehensive knowledge of marine rules and regulations and the ability to plan, direct and coordinate cargo handling activities. NOTE: Experience must include ocean-going cargo vessels. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
