Duties

Help
  • Design and implement operational improvements to meet increasing demands and the changing requirements of both the Office and the requirements of the Health Insurance Industry.
  • Develop and publicize reimbursement awareness (marketing) programs for Health Care beneficiaries and Military Treatment Facility (MTF) staff to include publication of articles in the news media, direct mail and community presentations.
  • Provide daily technical and administrative supervision for the subordinate supervisors in the Uniform Business Office and program areas.
  • Establish and implement policies on administration and personnel management and training and utilization.
  • Establish workload priorities, make assignments based upon the difficulty, complexity, the type of work, and the employee capabilities.
  • Develop performance standards, evaluate the performance of key supervisors, and review the evaluations made by subordinate supervisors or other employees.
  • Ensure that training and development needs of employees are met.
  • Advise the Director for Patient Administration on problems involving the relationships of the work of the position to installation-wide and broader programs and their impact on such programs and priorities.
  • Provide monthly and quarterly reports Resource Management Division (RMD). Provides statistical data to RMD and Commander as required.
  • Monitor the office's billing and collection procedures.
  • Responsible for accounting for inpatient services (admission and disposition of inpatient and other hospital elements), providing items for which reimbursement is required.

  • The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain this certification within the required time may subject the incumbent to adverse action.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes implementing procedures for operational program improvements to meet hospital/Military Treatment Facility (MTF) requirements; establishing procedures for collection of hospital charges for inpatient, outpatient, and/or other services; setting up accounts receivable systems for Third-Party Collection Program; and implementing policies on personnel management and training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
