THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION

The primary purpose of the SUPERVISORY CONTRACT SPECIALIST, GS-1102-13, is to as a Warranted Contracting Officer and to supervise personnel engaged in procuring various supplies, services, information technology, Architect-Engineering Services, and construction.

  • Plans the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities. Performs acquisition planning, along with the program manager/customer, technical, legal, and finance personnel to develop market research, acquisition strategy, milestones, evaluation/source selection criteria, and/or incentive or award fee provisions, as applicable. Exercises experienced judgment, initiative, and resourcefulness to identify regulations and laws which do or do not apply to the particular procurement, to consider financial arrangements and incentives, and to develop justifications for adopting a contractual posture. Reviews and evaluates requisitions for which previous experience and historical data are not usually directly available or applicable such as complex services, architect and engineering services or environmental related construction.
  • Determines appropriate method of procurement, contract type, and financing arrangements to fit special circumstances. Documents selection decision and justifies basis for award. Reviews procurement requests to determine whether, based on market analysis, the requirement can be performed by and should be set aside for small businesses; actively solicits Small Business, Small Disadvantaged Business, Women-Owned Small Business, HUB Zone Small Business, and Service-Disabled Veteran-Owned Small Business participation. Reviews and may sign justification for limiting competition procurements.
  • Executes post-award contract performance management actions on assigned contracts. Formulates negotiation strategies and identifies areas subject to negotiation (e.g., price, quantity discounts, packaging, payment discounts, transportation, and delivery). Prepares pre-negotiation positions and memoranda based on audit and/or technical recommendations. Maintains records to identify adverse trends in contractor performance, and documents contractor past performance. Evaluates contractor performance for compliance with terms and conditions of contracts and ensures timely submission of contract deliverables and performance metrics.
  • Negotiates and prepares contract modifications caused by changes in technical requirements, in quantities, ordering unpriced options, and similar issues. Administrative change orders, and supporting documents for all contract actions including termination. Assists in providing interpretation/clarification to contractors and customers on contractual language, contractual and federal/state/local regulatory requirements, and business opportunities. Prepares correspondence, reports, memoranda or other documents and briefings (scheduled or ad hoc) that support contractual actions or recommendations.
  • Exercises direct supervisory and personnel management responsibilities. Provides supervisory responsibility for subordinate acquisition workforce personnel. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Listens to and resolves employee complaints at the lowest level and refers unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

Must pass the Contracting Officer Review Board (CORB) prior to appointment.

MUST hold and maintain a $50M warrant.


Security Clearance: at a minimum a National Agency Check is required prior to position assignment.

Qualifications

SUPERVISORY CONTRACT SPECIALIST, GS-1102-13: Must have at least one year of specialized experience, equivalent to at least the GS-12 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: A working knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis. Must have experience performing acquisition planning; contract price and cost analysis/cost accounting techniques, comprehensive negotiation techniques and a working knowledge of statutes and regulations as they apply to procurement functions

MUST have obtained Level 1 DAWIA Professional Certification or equivalent Federal Acquisition Certification in Contracting (FAC-C). MUST upload certificate. Failure to upload will result in automatic disqualification.

This is an Excepted Service position. Applicants who currently hold a Competitive Service status and is offered a position with the California National Guard, will lose their Competitive Service status to become Excepted Service. Competitive Service applicants who are Career and have completed the three year service requirement permanent tenure (Block 24 reflects "1") are eligible for lifetime reinstatement rights. Competitive Service applicants who are Career Conditional and have not completed the three year service requirement (Block 24 reflects "2") are eligible for three year reinstatement rights.

As a condition of employment, new appointees are required to serve a trial period.
