Summary

Serves as a Grants Management Specialist in Veterinary Services, Strategy & Policy, Administrative Services, and will be responsible for performing a wide-variety of contract and agreement analyses and administrative assignments, planning, organizing, and evaluating various administrative support activities in VS and providing guidance and recommending or implementing changes in procedures to improve the management of VS resources.

Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Provides technical guidance to program and administrative personnel, relative to the development, monitoring, and closeout of cooperative inter-agency agreements and trust funds.
  • Interacts and provides technical guidance and assistance to the administrative and program officials in the development, monitoring, and close out of agreements.
  • Assists with determining awardee eligibility using formulas and methodology and established eligibility criteria, such as competitive rating factors.
  • Assists with announcing programs and soliciting applications or proposals for funding under assistance awards.
  • Reviews drafts of new agreements and solicits review by necessary staffs.
  • Prepares, processes, issues, and tracks grants/assistance awards and compliance with reporting requirements.
  • Apprises the supervisor of changes to agreements affecting the monetary status to the respective budget through oral and written presentations.
  • Assesses the need, prepares and provides necessary training to Federal Authorized Departmental Officer’s Designated Representatives and nonfederal cooperators.
  • Maintains accurate cost-share accounting on cost-share cooperative agreements, processes agreement related payments, and provides necessary reporting to cooperator financial personnel.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Interpreting applicable laws, OMB regulations, and procedures governing the administration of Federal Financial Assistance, (i.e., grants and cooperative agreements).
  • Reviewing, analyzing, and evaluating grant and cooperative agreement applications, plans and estimates for allowability and consistency with federal regulations and program policy.
  • Preparing, processing, issuing, and monitoring awards to ensure compliance with award provisions.
  • Developing and providing training related to grants to a variety of internal and external audiences.
  • Liaising with multiple levels of management and external customers in a calm and cooperative manner to provide assistance, resolve problems, and satisfy expectations.
OR

Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related.

Equivalent combinations of education and experience are qualifying for this grade level.

  • You are qualifying for this position based on a combination of experience and education.
  • This education must have been successfully completed and obtained from an accredited school, college, or university.
COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
  • Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.
  • If selected for this position, you will remain in your current official duty station of record unless you are in the National Capital Region. Selectees with a current duty station in the National Capital Region defined as the District of Columbia; Montgomery and Prince George's Counties of Maryland; Arlington, Fairfax, Loudoun, and Prince William Counties of Virginia and all cities and towns included within the outer boundaries of those counties will need a new duty station established prior to entrance on duty. Selectees located anywhere else will not be able to voluntarily change their duty station as part of this selection process.
