The United States Space Force (USSF) at Cape Cod Space Force Station, MA is searching for a Resource Advisor & Program Manager to support 6 SWS (NH-0560-03, GS 12/13 equivalent).
Description:
Advises the installation commander on all budgetary, financial, and overarching resource management matters. Executes the commander's vision on resource allocation in support of mission and installation operations, maintenance, and sustainment. serves as the resident subject matter expert for all mandated administrative support and resource management programs. Ensures unit program compliance with regulations, laws, policies, and squadron commander directives. To maintain maximum operational flexibility, responsibilities include, but are not limited to: task management, cybersecurity liaison (CL), Government Travel Card (GTC) program, Unit Deployment Manager (UDM), Defense Travel System (DTS) administrator, Drug Demand Reduction Program (DDRP), health care program, fitness program, Government Purchase Card (GPC) program, safety program, Automated Data Processing Equipment (ADPE) accounts, security program, supply program, civilian timecard program, and unit recognition program. Develops and implements procedures to track program status, identify and respond to program trends, and maintain program health.
Assists in planning, administering, and monitoring manpower resource requirements. Serves as the point of contact for both civilian and military position utilization. Maintains manpower manning documents.
Serves as the organizational point of contact and liaison with the personnel flight on military and civilian personnel issues. Stays abreast of current personnel issues and provides explanations of personnel-related requirements, regulations, and procedures to supervisors and managers. P
Performs budget formulation work, including the preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. Assembles and/or develops background data, information, and documentation to support required program budgets. Researches and analyzes available factual information, trends in the cost of accomplishing specific work objectives, and relationships among organizational needs and objectives.
Performs budget analysis, execution, and administration involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.
Performs other clerical and administrative work, readily adapting to emerging administrative requirements and executing special projects as directed by leadership.
Ideal Candidate:
Installation Resource Advisor performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities. Responsible to the commander for executing routine and complex budget functions for assigned mission activities, while flexibly directing, managing, and adapting overarching administrative, personnel, and manpower support programs to meet evolving installation needs.
Key Skills and Abilities:
1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, and policies, as well as the structure, missions, functions, goals, work methods, and sources of funding pertinent to installation programs and organizations, including personnel and manpower issues.
2. Knowledge of sources of factual information related to budgeting and organizational operations (e.g., accounting reports, payroll records, work reports, inventory, and supply data), combined with knowledge of automated data processing concepts, systems capabilities, and office automation software to accomplish complex tasks and produce documents, spreadsheets, databases, and graphs.
3. Skill in applying analytical methods and techniques (e.g., cost-benefit analysis, zero-based budgeting, amortization, depreciation, and prorating revenues and costs) to gather and assemble data, evaluate the effects of changes in program plans, develop alternatives, and make recommendations to resolve complex budget and funding problems.
4. Skill in formulating, justifying, and executing assigned budgets and programs, coupled with advanced abilities in fact-finding, problem analysis, problem resolution, and developing concrete action plans to solve emerging challenges.
5. Ability to plan, organize, and manage diverse administrative programs and functions of an organization, ensuring work is completed efficiently, adapting to new or unusual situations, and meeting commander-driven deadlines.
6. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and advise leadership on budgetary processes, actions, administrative directives, and organizational operations, using tact and courtesy.
Must be able to obtain and maintain a Secret security clearance.

Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
May be required to travel by military or commercial aircraft in the performance of temporary duty assignments.
May be required to work overtime on an unscheduled or emergency basis.
Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.
