As a AVIATION RESOURCE MANAGEMENT SPECIALIST, GS-0301-9 your duties are below.

  1. Serves as a management analyst with responsibility to advise and correct all operational and administrative aspects of the Aviation Resource Management System. Maintains, controls, and assigns security levels to users to ensure security of the database. Develops and implements unique applications programs using base-level computers to meet the specific needs of the unit. Designs, develops, and modifies reports using System Query Language (SQL) and ad hoc queries to provide leadership with data retrieved through selective manipulation of the database. Analyzes management report products to determine program adequacy and accuracy, trends, and recommends corrective actions as required. Communicates with ARMS Working Group (AWG) and Air Force Major Command points of contact regarding ARMS updates for issues or desired changes to the system and to ensure ANG use of the ARMS program is compatible with the Air Force standards, i.e., aviation objectives, policies, plans, and concepts. Identifies system related problems, their possible causes, and repairs or requests system repairs to the proper authority or DoD agencies. Performs system upgrades when required to ensure all users maintain minimum requirements. 25%
  2. Perform the following operations for an average of 100 aircrew members. Provides go-no-go reports and conducts pre-mission and post-mission reviews; records aircrew and aircraft flying hour data; determines aviation service actions for attached and assigned flying personnel as it directly affects mission accomplishment and safety of flight. Develops and executes procedures for the completion of annual flight physicals and receipt of documentation medically clearing crewmembers for flight status. Researches, validates, and interprets Air Force Instruction (AFI) Mission Design Series (MDS), specific medical and physiological requirements and flying and ground training requirements; and compares with higher headquarters mission training requirements. Translates these requirements into aircrew training tables, profiles, reports, and utilizes products to brief aircrew, senior leadership, training coordinators, commanders, and outside sources to include Numbered Air Force (NAF), Major Commands (MAJCOM), and Headquarters (HQ) U.S. Air Force (USAF) to show training requirements, overall training objectives, and accomplishments. Notifies commander of individuals who fail to maintain flying or medical standards. 35 %
  3. Interprets and administers laws and regulations regarding entitlement incentive pay. Sole base-level approval authority determining entitlement to millions of dollars in aircrew incentive pay. Researches, interprets, analyzes and applies Department of Defense, Air Force, Air National Guard, and Wing guidelines, policies, and regulations including Aviation Management regulations, the Aviation Career Incentive Act (ACIA) of 1989, The National Defense Authorization Act (NDAA) of 1996, Pilot Records Improvement Act of 1996, and the NDAA of 2000. Applies complex flight/jump pay rules and determines eligibility and entitlement to Aviation Incentive Pay (AvIP), Critical Skill Incentive Pay (CSIP), Special Warfare Airmen Skill incentive Pay (SWSIP), Hazardous Duty Incentive Pay (HDIP), and EARI (Aviation bonus Pay). Analyzes the flight pay control Document/jump pay control document to update monthly entitlements to receive provisional AvIP, CSIP, or HDIP. Determines if assigned aircrew members meet incentive pay requirements IAW DoD and Air Force regulations; reconciles ARMS records by comparing against documentation from Finance and Maintenance Operations Control; and ensures incentive pay entitlements are reviewed, processed, and reconciled. Provides aviation pay knowledge and guidance directly to HQ DFAS on all facets of regulatory and congressionally mandated entitlement rules. 20%
  4. Execute career field development responsibilities. Create and assign ARMS roles necessary to carry out 1C0X2 duty position requirements. Ensures deployment readiness for personnel. Self-inspections, rotation of positions (Training office, Stan/Eval, Current Ops, Scheduling). Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Performs self-inspections on assigned programs and presents detailed and comprehensive report with any corrective action. Establishes and maintains office files (both paper and electronic) adapted to the needs of the office and maintains a reference index of all files. Monitors/analyzes and evaluates work relative to development and/or execution phases of the records management. 20%

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Air National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment.

TRIAL PERIOD REQUIREMENT: As a condition of employment for accepting this position, you will be required to serve a 2-year trial period or 1-year (Veterans Preference Eligibles Only) during which we will evaluate your fitness and whether your continued employment advances the public interest. SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result in termination of employment.

Failure to complete prescribed courses may be cause for reassignment or termination of FTS.

Qualifications

MINIMUM REQUIREMENTS:
Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE REQUIREMENTS: GS-0301-9: Must haveexperience in the following:

  • 1 year specialized experience, education or training equivalent to at least the next lower grade level.
  • Experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled.
  • Experience, knowledge and understanding of administrative procedures and practices of management.
  • Experience developing administrative procedures.

Knowledge, Skills and Abilities required for this position:

  1. Knowledge of extensive body of Aviation Resource Management objectives, policies, technical rules, guidelines, instructions, regulations, policies and precedents to support and flight pay and training requirements.
  2. Knowledge of AF operations, resource management systems and associated programs, interface requirements, browsers, personnel flight records and maintenance.
  3. Knowledge of aviation service eligibility, aircrew rating requirements, aircrew flight incentive pay requirements, conditional incentive pay requirements in relationship to reserve status codes, active/inactive reserve status.
  4. Knowledge of a wide range of computer/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and analytical and diagnostic methods.
  5. Extensive knowledge of ARMS System work processes and applications to develop database and ad-hoc queries on alternative approaches, to identify problems, to plan and implement solutions and to collaborate with design center personnel to incorporate needed system changes.
  6. Knowledge of the objectives, overall design and operating principles of ARMS in order to recognize probable interactions within the functions of the assigned programs.
  7. Skill and knowledge in applying analytical and investigative techniques to apply regulations, policies and concepts pertaining to aviation resource management to evaluate aeronautical order publication, entitlement pays, physical and physiological requirements, suspensions, disqualifications, revalidations, and requalification.
  8. Ability to troubleshoot and recognize systems-related problems and their possible causes.
