The United States Space Force (USSF) at Los Angeles AFB, CA is searching for an Analysis Contracts COR for SYD 89 (NH-1101-03, GS 12/13 equivalent).

Description:
This job supports the Integration team (INT) supporting two PAEs: the Battle Management, Command, Control, Communications, and Space Intelligence (BMC3I) PAE and the Combat Power (CP) PAE. The systems within both BMC3I and CP portfolios (across two System Deltas and seven Mission Deltas) are integral to the highly classified Kill Chains, and this INT team is responsible for ensuring that the end-to-end system of systems across both portfolios work seamlessly to close the Kill Chains. The INT team directly supports the two PAEs, led by the single dual-hatted Director of Engineering for both PAEs.

The candidate will be responsible for managing multiple modeling and simulation contracts in support of Kill Chain analysis efforts. Modeling, simulation, and analysis is the main driver behind Kill Chain analysis, where risks, issues, and gaps are identified, and how system of systems requirements are generated. The modeling and simulation contracts that the candidate will oversee encompass an exquisite team performing physics-based parametric simulations as well as a dynamic functional C2 architecture simulation that is highly coveted by multiple other organizations. Due to their exquisite analytical capabilities, despite the contract being owned and managed by the INT team, the contracts have multiple users within SSC and external to SSC. This job is full of opportunities to get into the heart of Kill Chain engineering as well as high visibility from Senior Leaders such as the PAEs, who are keenly aware of the modeling, simulation, and analysis outputs of these contracts.

Primary Duties Include
- Serve as the Contract Officer Representative over multiple contracts and be able to act for the Government Program Manager
- Manage multiple internal funding sources (multiple program elements as well as ops costs/commander's contingency funds) and allocating funds across various internal efforts
- Manage technical analysis deliverables by the contractor, providing guidance and direction on the Government's analytical needs
- Understand the modeling and simulation capabilities of the contractor (know the tools to be able to use it correctly)
- Coordinate within the INT team and Kill Chain engineers on tailoring analytical needs into analytical questions that the contractor can help answer
- Manage the contract for external mission partners who use the contracts: maintaining their externally funded efforts, tracking their funds run-outs, executing incremental funding mods, onboarding new mission partners, etc.

To be successful in this position, a candidate should have: leadership and management skills; be able to maintain and execute multiple contract actions; have familiarity with managing previous modeling, simulation, and analysis efforts; understand system of systems engineering and integration efforts; and have strong communication skills. The candidate needs to be familiar with working with the contracting offices and the finance offices to execute multiple contract mods on a regular basis, to include being familiar with contracting/finance policies and systems. The candidate should also have an analytical understanding of the technical modeling, simulation, and analysis being performed to support the Government's analytical needs by staying engaged with the contractor's technical analysis deliverables and guiding the contractor's analysis. The candidate should be able to understand system of systems risks, issues, and gaps. The candidate does not need to become a system SME, but they should be able to learn and familiarize themselves with each system that make up the system of systems to help drive analytical needs. The candidate should be able to brief Senior Leaders and Congressional Staffers on both the contract's technical analysis as well as the contract's budget, obligations, and expenditures (Staffer Days, Spring/Summer Execution Reviews, etc.).

  • May be required to travel by military or commercial aircraft in the performance of temporary duty assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.
  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
  • Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.
