Duties

Help
  • You will serve as the Force Communications Security (COMSEC)/Key Management Infrastructure (KMI) Operating Account Manager (KOAM)
  • You will support functional areas of Pacific Fleet Submarine Communications Management and the development of guidance and issuance of COMSEC material/equipment.
  • You will serve as the COMSEC/KMI KOA manager and as the Intermediary Application (iApp) Server Administrator.
  • You will serve provide System Administration for KMI Management Clients (MGCs) and Information Management Officer (IMO), Client Platform Administrator (CPA), and Token Security Officer (TSO) for all COMSUBPAC COMSEC/KMI accounts.
  • You will consult and advise the Director, C4I in the development, formulation, installation, and management of Force and Staff policy in all matters regarding COMSEC/KOAM in support of submarine force wide communications.
  • You will represent COMSUSPAC in all matters regarding COMSEC/KMI between the US Indo-Pacific Command (INDOPACOM), Sub Force Atlantic (SUBLANT), US Pac Fleet (COMPACFLT), COMSUBPAC HQs, Naval Shipyards, and other federal and civilian agencies.
  • You will make decisions or recommendations that significantly influence important IT policies, processes, and/or programs.
  • You will maintain local custody, accountability, inventory, transfer and destruction of all levels of COMSEC material and cryptographic equipment.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector interpreting communications security instructions and regulations in order to effectively manage secure communications, serving as a system admin, and providing customer support.

Your experience must reflect skill in the following four competency areas:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency includes: Ensuring strict accountability, inventory, transfer, and safeguarding of highly sensitive IT equipment and secure materials. Executing precision system administration functions, including database management, optimization, and continuous compliance with mandatory network security patches and updates.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency includes: Providing expert technical support and guidance to organizational staff and subordinate units regarding secure communications and network operations. Diagnosing and resolving complex hardware and software issues, assisting with system upgrades, and conducting training to ensure user proficiency.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency includes: Serving as the principal advisor to senior leadership on technical and administrative IT security matters. Representing the organization in high-level engagements with external agencies and delivering expert recommendations that significantly influence enterprise IT policies and procedures.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency includes: Investigating reports of suspected security compromises, system failures, or data loss to determine operational impacts and vulnerability trends. Diagnosing complex hardware, software, and connectivity issues across secure systems, and engineering standard operating procedures to mitigate future risks.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
