Help

The Business manager performs duties under the general supervision and guidance of the Service Chief. The Incumbent has extensive delegated authority and freedom of action to provide administrative leadership and direction for the planning, development and management of the Service. The incumbent makes decisions/determinations based on modem healthcare practice within the framework of applicable laws, regulations, policies and community standards.

Duties and Responsibilities:

  • Manages the Service budget a highly affiliated medical-education complex that includes patient care, research, education and general post funds.
  • Oversees all acquisition processes within the Service, inclusive of the establishment and administration of contracts for clinical services and equipment.
  • Establishes priorities for personnel, services, supplies, equipment and allocating funds to the proper cost centers.
  • Works with the Service Chief to establish a long and short term strategic planning process within the service that will consider and effectively Integrate resource management planning; the missions of the VHA. VISN, and healthcare system; and identified needs of the service patient population or services to be provided.
  • Collaborates with the Service Chief and other Service leaders to design the administrative structure needed to support the Implementation of any new program initiatives.
  • Manages the recruitment, orientation and retention of clinical and nonclinical staff to meet effective staffing levels for the Service.
  • Develops, reviews and revises, as needed, policies to ensure compliance with all applicable regulatory entitles.
  • Facilitates medical record maintenance that will meet VHA and JC standards and the needs of the patients and professional staff.
  • Develops, promotes, and maintains good relations with a variety of groups to include other VA Healthcare systems, community healthcare providers, leading affiliates, community organizations, Veterans service organizations, other government agencies, professional societies, volunteers, media and customers.
  • Provides oversight and coordination for service line administrative efforts to Identify, evaluate, and reduce risk of Injury to patients, staff and visitors.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to objectively analyze strategic plans, policies and actions related to healthcare, quality, safety, and operations for patient care delivery; ability to develop and utilize concepts of economics, cost benefit analysis and business models; ability to estimate program requirements and report preparation, justifications, charts, graphs, statistical and narrative data for briefings and presentations to management officials; ability to direct and provide guidance, assistance and ensure proper process management to support the services such as nursing, personnel, supply management, and budget; ability to lead, develop, implement, evaluate, and improve processes and procedures to monitor the effectiveness, efficiency, and productivity of the program segment and/or organization directed.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary and performed in a typical office setting. Some slight physical effort may be required.
