Licensed Marriage & Family Therapist (LMFT) Program Manager Intensive Community Mental Health Recovery (ICMHR) provides counseling and/or psychotherapy services to individuals, groups, couples, and families in a culturally competent manner that facilitates change through restructuring and reorganizing the client system. LMFT's can receive referrals through Mental Health programs to provide treatment and consultation related to Marriage and Family Services. Some of the duties include, but are not limited to;

  • Develops, implements, and maintains program policy and procedures for the treatment and coordination of Veterans that meet VA, Joint Commission, and CARF standards.
  • Ability to recognize internal and external conditions and influences, including VA/VHA mandates and programs that require the establishment of new or revised management policies, standards, and procedures, including the skill to design and develop tools necessary to cope with varied situations.
  • Provides administrative, technical, and clinical supervision to social workers, psychologists, psychiatrists, LPMHC's, and LMFT's performing work within the ICMHR program.
  • Manages quality control and evaluation of services provided, utilizing professional review and statistical outcome measures.
  • Performs administrative and program coordination consisting of treatment, training, and education ensuring that services are provided in a timely, comprehensive, and coordinated manner.
  • Provides clinical and administrative supervision to staff, health professional trainees and registered interns in the Marriage and Family Therapy discipline.
  • Provides comprehensive psychosocial services including assessment, treatment plan development, diagnoses and utilization of appropriate evidence-based interventions with Veterans with complex mental illness and medical conditions and their family members.
  • Serves on mental health committees or task forces.
  • Represents the Medical Center at professional/program community group/events and committees.
  • Oversees the establishment of program monitors and outcome measurements within programs assigned using data-driven quality assurance processes if assigned.
  • Participates in ongoing performance improvement initiatives within the Mental Health Clinic.
  • Other duties as assigned.
Work Schedule: The primary tour of duty will be M-F 8am to 4:30pm. However, the selectee may also be required to work various shifts on a permanent or temporary basis, based on the needs of the service and patient care.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Candidates must meet one of the following: (1) Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, OR (2) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR (3) Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession.
  • Licensure: Persons hired or reassigned to MFT positions in the GS-0101 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State.
  • English Language Proficiency: MFTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All persons employed in VHA as a MFT on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held, including positive education that is part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
  • Such employees may be reassigned, promoted up to and including the full performance (journey) level, demoted, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
  • MFTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
  • Employees who are retained as a MFT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a MFT.
Grade Determinations: Marriage and Family Therapist (Program Manager), GS-13
  • Experience, Education, and Licensure: In addition to the basic requirements, completion of one year of progressively responsible assignments and experience equivalent to that equivalent to the GS-12 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. MFT Program Manager must have graduated from a COAMFTE approved program OR have passed the AMFTRB examination. MFT Program Manager must have five years of post- licensed clinical experience in family systems theory/therapy and must demonstrate possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise. MFT Program Manager must have an AAMFT Approved Supervisor credential.
Preferred Experience: Those candidates who have experience with program management working with Veterans with serious mental illness within community settings, are highly preferred.

Physical Requirements: The work requires patience and emotional regulation. The work may also require assisting physically disabled Veterans. Day-to-day work involves sitting, walking, standing and carrying light objects.

Education

Candidates must meet one of the following: (1) Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, OR (2) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR (3) Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession.

  5. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
  6. Ability to clinically supervise in areas related to the provision of marital and family therapy services to accomplish organizational goals and objectives.
