This position serves as the Assistant Chief Counsel of the Federal Lands and General Law Division, Office of the Chief Counsel, Federal Highway Administration. The incumbent is responsible for supervising, directing, and furnishing legal services and advice in all areas of Division responsibility. The Division serves as counsel to each of the three Federal Lands Highway Divisions and provides legal services to many of the agency’s internal programs.

Duties

As a Supervisory Attorney Advisor (Assistant Chief Counsel), you will:

  • Act as Chief of the Federal Lands and General Law Division and supervise staff assigned to the Division carrying out the duties described below. Responsibilities involve planning and reviewing the work of staff, assigning and prioritizing work, evaluating performance of staff, coaching staff on performance improvement as appropriate, and other similar supervisory duties.

  • Provide legal advice and legal opinions with respect to all aspects of the Federal Lands Highway Program and related requirements under numerous Federal statues and executive orders. Provide legal review of environmental impact statements and other environmental documents for Federal Lands projects.

  • Provide legal advice with respect to the advertisement, award and administration of very large (often millions of dollars) Federal construction and supply contracts as well as reimbursable agreements by the Division. Assist the Department of Justice in civil litigation in Court of Federal Claims and Federal District Court bought by or against the Division Director or staff.

  • Prepare legal opinions and performing legal services involving difficult issues concerning the negotiation, drafting, execution, and administration of Federal contracts, grants, and cooperative agreements regarding various agency programs.

  • Furnish legal opinions and performing legal services relating to ethics, conflict of interest laws and regulations, anti-lobbying, the Hatch Act, and procurement integrity.

The ideal candidate is a career professional with extensive program management, supervisory, and legal experience, including substantial experience in procurement, ethics, environmental, and fiscal law, including grants and other federal financial assistance, as well as significant experience with litigation in the Federal courts or similar tribunals. This individual has excellent legal research and writing skills, and can handle and prioritize multiple competing tasks and a diverse workload while maintaining collegial working relationships. The ideal candidate will provide a cover letter (maximum two pages) explaining his/her specific interest in this position and highlighting his/her relevant work experience.

Qualifications

To qualify, your experience should include experience and education equal or equivalent to the following:

  • GRADE 15 - A law degree, bar membership in good standing and at least  4 years of professional legal attorney experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Leadership and Communication: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Ability to manage and direct staff.
  2. Administrative, Procurement, and Ethics Law: Knowledge of Federal administrative, procurement, and ethics laws, including statutes, regulations, procedures, guidance, and precedents.
  3.  Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4.  Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates  information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Education

MANDATORY EDUCATION REQUIREMENTS:

In order to qualify for this position, candidates must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have a professional law degree, and must currently be a member in good standing of the bar of a State or Territory of the United States or the District of Columbia.
