This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number D2515P01, D2514P01 and is part of the KS 190 Air Refueling Wing, National Guard.
Current members of the Kansas Air National Guard or current or prior service military members who are eligible to become a member of the Kansas Air National Guard.
As a FINANCIAL MANAGEMENT ANALYST, GS-0501-07/09, you will perform duties such as:
GS: 07- Performs recurring developmental assignments. Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity. The incumbent is responsible for locating and selecting the most appropriate guidelines and procedures for application, and making minor deviations to adapt the guidelines to specific cases. Other duties as assigned.
GS: 09- Processes data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems. Analyzes and evaluates data to conduct a variety of fiscal reconciliations, reviews, and account adjustments. Reconciles Resource Center Manager (RCM) accounts ensuring data integrity. Coordinates with the Defense Finance and Accounting Service (DFAS) and posts validated accounts to the General Ledger. Other duties as assigned.
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements.

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Technician must meet the DoD directed civilian financial management certifications for the finance position within two years of initial hire date or promotion appointment date
Technician must complete the requisite quantity of CETs every two years to sustain the achieved certification level.

GENERAL EXPERIENCE: Experience with clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Such as to apply and evaluate the applicant's competencies; military and civilian experiences, completed military and civilian education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following six basic qualification factors are applicable to the GS-0501 Career Levels, as cited below:
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings;
Skilled in applying procedures and directives by reading and interpreting program material
SPECIALIZED EXPERIENCE:
GS 07: Must have at least one year experience at the next lower level, of basic finance program training or competencies that provided knowledge of financial principles and procedures? The applicant must have some understanding of the basic principles and concepts of the National Guard financial business program requirements.
GS 09: Must have knowledge of finance program experiences and competencies that provided knowledge of financial principles and procedures and experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Do you have the knowledge and understanding of pay operations, such as Military Pay, Civilian Pay, Accounts Payable and Travel Pay. Skilled in providing pay services that include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. Competent to review and analyze pay accounts and knowledgeable of tax issues involving legislative rulings; or pay allowances and entitlements, or incentive and bonus pay circumstances.
**The technician must complete the higher financial management certification within 24 months of appointment to the position**

Education
Substitution of Education for Specialized Experience: To qualify for the National Guard GS-0501 Title 32 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
GS-7-1 full year of graduate level education
or
superior academic achievement
GS-9-master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
