Help

As an Administrative Officer supporting the Nurse Executive and facility senior leadership, you will:

Administrative Management 30%: Oversee daily operations of the Nurse Executive's Office. Develop and implement administrative policies, procedures, and internal controls to improve efficiency and ensure compliance. Serve as principal advisor on administrative management issues and as an extension of the Nurse Executive in explaining policies and resolving problems.

Human Resources Liaison 25%: Serve as the Nurse Executive's Office Service Representative for all HR actions. Coordinate recruitment requests, position descriptions, job announcements, and personnel actions. Monitor FTEE resources, track vacancies/recruitments, and advise leadership on staffing, organizational structure, and resource allocation. Ensure accuracy of organizational charts and HR documentation.

Program Support 20%: Provide external board support for public-facing entities including Veterans Engagement Boards and Research Foundations. Plan and execute organization-wide events, congressional/DoD/VA Central Office visits, and employee communications. Oversee conference room scheduling, congressional/White House Hotline inquiries, and responses to VISN/VACO information requests.

Procurement/COR 15%: Manage procurement activities for the Nurse Executive's Office. Prepare procurement requests, evaluate proposals, serve as Contracting Officer's Representative (COR), and maintain records. Oversee property management, equipment utilization surveys, and supply controls to ensure efficient use of resources.

Budgeting/Financial Management 10%: Direct and monitor execution of the Nurse Executive's fund control points. Track account balances, review financial reports, resolve discrepancies, and ensure expenditures are properly authorized and documented.

Quality & Customer Service: Perform quality management and performance improvement monitoring for administrative processes. Provide professional support to internal/external customers, including patients, families, congressional staff, and VA leadership. Ensure timely, courteous, and accurate service in accordance with VA customer service standards.

Other Duties: Serve as Automated Data Processing Applications Coordinator (ADPAC). Maintain Nurse Executive's calendar, travel, and commitments. Support accreditation readiness for The Joint Commission, IG, and other reviews.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/08/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:

  • Performing timekeeping duties using VA systems such as VISTA/VA Time & Attendance System.
  • Providing administrative and human resources support functions, including processing recruitment requests, preparing hiring documentation, monitoring leave usage, and assisting with incentive awards/recognition packets.
  • Utilizing Microsoft Word, Outlook, PowerPoint, and Excel to prepare correspondence, maintain calendars, track data, and create basic spreadsheets.
  • Assisting with budget formulation, justification, and execution; monitoring fund control points; and preparing routine financial reports.
  • Preparing reports, memoranda, and correspondence for leadership review; maintaining records and files in accordance with records management policies.
OR
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successfully completed one full year of graduate level education in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (transcripts required).
OR
  • Superior Academic Achievement: Completed all the requirements for a bachelor's degree in a curriculum that is qualifying (i.e. hospital administration, public health administration, or related fields such as course work in health care administration) for the position to be filled and I meet one of the following:
    • Rank in the upper one-third of your class in the college, university or major subdivision
    • A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
    • A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

  • Combination of Specialized Experience and Education: Equivalent combination of successfully completed graduate education and specialized experience to meet the total experience requirements. Only education beyond a bachelor's degree may be used to qualify for the GS-07 level. Note: Transcripts are required.
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
  • Assisting with human resources functions such as recruitment, position classification, performance management, and training coordination; serving as liaison with HR to process personnel actions and track FTEE resources.
  • Utilizing computer systems and advanced features of Microsoft Word, PowerPoint, Excel, and Access for data input/output, analysis, and reporting; maintaining databases, distribution lists, and automated records.
  • Preparing budgets, managing and balancing financial aspects of general fund control points, and executing purchase procedures; reviewing financial reports and resolving discrepancies.
  • Processing and reviewing documents including legal documents, procurement requests, personnel actions, and administrative records for completeness, accuracy, and compliance with regulations.
  • Creating complex reports and briefings, coordinating and scheduling meetings for senior leadership, submitting work orders/requests, and managing office automation tasks such as ADPAC functions, travel arrangements, and conference room scheduling.
OR
  • Education: Successfully completed a master's or equivalent, or 2 years of progressively higher-level education leading to such a degree, or an LL.B or J.D.in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR
  • Combination of Specialized Experience and Education: Equivalent combination of successfully completed graduate education and specialized experience (beyond the first graduate year or 18 semester hours) and specialized experience to meet the total experience requirements. Physical Requirements: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.

The Kansas City VA Medical Center (KCVAMC) is a highly complex tertiary facility that serves as the referral hub for the western orbit of VISN 15. The facility is a level-1b facility in the Veterans Health Administration (VHA) system and consists of 879,232 total square footage with 118,593 square footage of the total as Leased Space; ten Community Based Outpatient Clinics (CBOCs) and growing located in both Kansas and Missouri to include Belton, Cameron, Kansas City, Excelsior Springs, Lenexa, Nevada, Overland Park, Paola, Shawnee, and Warrensburg. The Medical Center has 162 general, surgical, ICU, and transitional living center beds. There are 14 buildings spread out over 48 acres of landscaped grounds. The hospital is affiliated, having 50 medical specialty teaching programs and four special medical programs.
