This position falls under the general supervision of the Supervisory Facilities Operations Specialist at the Western Colorado Health Care System (WCHCS), its associated Community Based Outpatient Clinics (CBOCs) and all other locations under its jurisdiction in Colorado and Utah.

Major Duties Include but are not limited to:

  • Responsible for planning, coordinating, testing, adjusting, balancing, and directing all work performed by the following shops: Maintenance Mechanic, Pipefitting, Air Condition Equipment Mechanic, Electrician, Gardener and Electronic Technician.
  • Establishes deadlines of work assignment for all personnel, training, motivating and directing subordinates in testing, adjusting balancing, repair, modification, installation and troubleshooting.
  • Responsible for responding to and making work assignments to provide first response to trouble calls and/or service calls in a hospital setting.
  • Identify resource limitations and prepare requests for additional resources.
  • Identifies and makes economically sound recommendations concerning equipment systems or facilities maintenance, modernization, or replacement planning.
  • Reviews completed work for technical adequacy and compliance with project design requirements, VA policy/standards, national codes, and local building codes.
  • Conducts inspections to assure quality control of work performed by staff.
  • Recommends solutions to staffing problems, engineering requirements, and work operations, in coordination with supervisors of the other sections or services.
  • Writes specifications, provides sketches, obtains Request for Quotation (RFQ) for work that is required to be performed by contractors, and coordinates with the purchasing agent for satisfactory award.
  • Assists with material orders and planning upcoming work and its required materials.
  • Responsible for oversight of all contracts for Maintenance Mechanic, Pipefitting, Air Condition Equipment Mechanic, Electrician, Gardener and Electronic Technician, including development of new contracts and administration of existing contracts.
  • Other duties as assigned.
Work Schedule: Monday through Friday 7:30 a.m. to 4:00 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work progress, inspections, and supervision require regular and recurring physical exertion involving walking, standing, bending, climbing, etc. The incumbent must be able to climb and work from ladders. Management and administrative work are performed in a sedentary office environment. Must have good vision; glasses and/or contacts are acceptable.

Working Conditions: Maintenance Mechanic, Pipefitting, Air Condition Equipment Mechanic, Electrician, Gardener and Electronic Technician Shops Supervisor must be capable of supervising and performing work that is performed outside in inclement weather or in areas that are very hot, cold or unventilated, such as catwalks, crawlspaces and mechanical rooms. May be exposed to the possibility of cuts, bruises, electrical shock, and other hazards normally encountered in facility maintenance, repairs, and operation. Safety procedures must be followed, and appropriate protective safety gear and personal protective equipment must be worn, as required for the specific work area or task. Incumbent shall ensure all employees wear personal protective equipment as required by the situation.
