Duties

Help

Duties include but are not limited to:

  • Develops and implements solutions to complex issues.
  • Assists the Chief, Business office Service and other section chiefs in development of policies, procedures, communications and other documents.
  • Develops, reviews and interprets all station memorandums, bulletins and pertinent VA regulations.
  • Prepares, recommends and implements both short- and long-range plans and programs for the efficient operations of all administrative functions.
  • Develops new operating programs that will accomplish managements objectives.
  • Creates innovative solutions to problems, devising new methods of securing needed information, evaluating system outputs for accuracy, effectiveness and examining impact on the programs before finalization.
  • Directs the personnel management program for the Specialty Care Service, coordinating and performing the full range of human resources requirements..
  • Responsible for recruitment packages, classification, staffing, employee relations, performance appraisals process, employee awards, training, EEO programs, workman's compensation and performing necessary research related to human resource management issues.
  • Provides training and assistance for new personnel.
  • Assists the Service Chief and Administrative Officer with writing position descriptions, developing job analyses, prepare performance plans and appraisals, process training requests and drafting disciplinary and adverse actions.
  • Provides orientation for new staff.
  • Collaborates with other business, clinical and administrative staff members on reports to executive committees, boards and committees seeking long term solutions that affect patients at VANTHCS.
  • Serves as the principal advisor to the Executive Leadership team on all administrative actions or matters associated with personnel management and labor and employee relations.
  • Performs other duties as assigned.

Qualifications

To qualify for this position at the GS-09 level, you must meet one of the following:

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes knowledge of management analysis tools and techniques. Skill is preparing project papers, staff reports, organizing and delivering briefings to managers. Interpersonal skills in presenting recommendations and negotiating solutions. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of administrative and related support resources. Knowledge of major issues, program goals and objectives, and work processes of the organization. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of operational effectiveness and productivity. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or two (2) years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPT REQUIRED) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year (18 semester hours) to qualify for the GS-9 level. (TRANSCRIPT REQUIRED)
Preferred Experience:
  • Experience providing comprehensive administrative support within the Department of Veterans Affairs, including coordinating office operations, managing schedules, and supporting program activities across clinical and administrative teams.
  • Demonstrated ability to interpret and apply VA policies, procedures, and directives to ensure compliance and efficient workflow. Skilled in preparing correspondence, reports, and briefing materials; maintaining accurate records; and managing procurement actions, timekeeping, training compliance, and other administrative functions within VA systems.
  • Experience using VA applications such as VistA, CPRS, HR Smart, TMS, VATAS, and SharePoint to support daily operations.
  • Experience and ability to analyze administrative processes, identify opportunities for improvement, and develop recommendations to enhance efficiency and service delivery. Strong communication skills with the ability to collaborate effectively with leadership, staff, and external stakeholders to support departmental and organizational goals.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. It occasionally requires some walking, standing, bending, and carrying of light items typical of office worker.
